1616 tives of the United States of America in Congress assembled, 2
1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘United States-Mexico 4
1919 Tourism Improvement Act of 2023’’. 5
2020 SEC. 2. STATEMENT OF POLICY. 6
2121 It is the policy of the United States— 7
2222 (1) to continue deepening bilateral tourism 8
2323 through governmental cooperation between the 9
2424 United States and Mexico; 10

2929 United States and Mexico through joint inter-2
3030 national promotional efforts; and 3
3131 (3) to seek to prioritize and expand the tourism 4
3232 industries in both countries by emphasizing ex-5
3333 changes in various international economic sectors, 6
3434 including relating to— 7
3535 (A) hospitality and accommodation; 8
3636 (B) retail; and 9
3737 (C) cultural education. 10
3838 SEC. 3. STRATEGY TO EXPAND BILATERAL TOURISM 11
3939 THROUGH COOPERATION WITH MEXICO. 12
4040 (a) I
4141 NGENERAL.—The Secretary of State shall de-13
4242 velop a strategy through the High Level Economic Dia-14
4343 logue (HLED) platform to carry out the bilateral tourism 15
4444 policy described in section 2 and to encourage the Govern-16
4545 ment of Mexico to take reciprocal action relating to bilat-17
4646 eral tourism. 18
4747 (b) E
4848 LEMENTS.—The strategy required under sub-19
4949 section (a) shall— 20
5050 (1) encourage more joint tourism initiatives be-21
5151 tween the United States and Mexico, including col-22
5252 laborations between governmental and nongovern-23
5353 mental entities; and 24

6363 EPORT.—Not later than 180 days after the date 6
6464 of the enactment of this Act, the Secretary of State shall 7
6565 submit to Congress a report on the strategy required 8
6666 under subsection (a). 9
