2020 SECTION 1. SHORT TITLE. 3
2121 This Act may be cited as the ‘‘Improving the Federal 4
2222 Response to Organized Retail Crime Act of 2023’’. 5
2323 SEC. 2. IMPROVING COORDINATION IN FEDERAL INVES-6
2424 TIGATION OF ORGANIZED RETAIL CRIME. 7
2525 (a) I
2626 NGENERAL.—Not later than 180 days after the 8
2727 date of the enactment of this Act, the Attorney General, 9

3131 the Secretary of Homeland Security, the Postmaster Gen-1
3232 eral, and the head of each relevant agency shall develop 2
3333 a strategy to identify how each such relevant agency can 3
3434 coordinate with other relevant agencies to— 4
3535 (1) improve information sharing between the 5
3636 Director of the Federal Bureau of Investigation, the 6
3737 Commissioner of the U.S. Customs and Border Pro-7
3838 tection, the Executive Associate Director of Home-8
3939 land Security Investigations, the Director of the Se-9
4040 cret Service, the Postmaster General, and the head 10
4141 of each relevant agency on organized retail crime 11
4242 networks; 12
4343 (2) assist State and local law enforcement in 13
4444 compiling materials and evidence necessary for pros-14
4545 ecution of organized retail crime; and 15
4646 (3) increase cooperation and information shar-16
4747 ing between each such relevant agency and the retail 17
4848 industry, State retail crime task forces, and other 18
4949 retail crime task forces. 19

5151 EPORTINGREQUIREMENT.—Not later than 180 20
5252 days after the date of the enactment of this Act, the Attor-21
5353 ney General, the Secretary of Homeland Security, the 22
5454 Postmaster General, and the head of each relevant agency 23
5555 shall submit a joint report to the relevant committees on 24
5656 the strategy developed pursuant to subsection (a). 25

6060 (c) COMPTROLLER GENERALREPORT.—Not later 1

6363 nation between the private sector and law enforcement to 4
6464 deter and investigate organized retail crime. 5

6666 EFINITIONS.—In this section: 6
6767 (1) O
6868 RGANIZED RETAIL CRIME .—The term ‘‘or-7
6969 ganized retail crime’’ means the coordinated illegal 8
7070 acquisition of retail goods through theft, embezzle-9
7171 ment, fraud, or other means that are illegal under 10
7272 Federal or State law for the purpose of selling or 11
7373 distributing such goods in interstate commerce. 12

7575 RGANIZED RETAIL CRIME NETWORK .—The 13
7676 term ‘‘organized retail crime network’’ means a 14
7777 criminal network that engages in organized retail 15
7878 crime. 16

8080 ELEVANT AGENCY .—The term ‘‘relevant 17
8181 agency’’ means any agency (as defined in section 18
8282 551 of title 5, United States Code) determined by 19
8383 the Attorney General and Secretary of Homeland 20
8484 Security to have a role in information sharing and 21
8585 investigation of organized retail crime. 22

8787 ELEVANT COMMITTEES .—The term ‘‘rel-23
8888 evant committees’’ means the House Committee on 24
