119119 evant critical responsibilities for the life-cycle of cap-6
120120 ital asset management at the local, regional, and 7
121121 central office level. This may include ensuring such 8
122122 mix as the Secretary considers appropriate of per-9
123123 sonnel with duties from the following categories: 10
124124 (A) Facility planning. 11
125125 (B) Long-range capital planning. 12
126126 (C) Management of projects and capital 13
127127 assets relating to the execution of major con-14
128128 struction projects, minor construction projects, 15
129129 major leases, minor leases, nonrecurring main-16
130130 tenance, and related matters at medical centers 17
131131 and facilities of the Department in the sur-18
132132 rounding catchment areas of the centers and fa-19
133133 cilities. 20
134134 (D) Property disposal or transfer, environ-21
135135 mental remediation, and historic preservation. 22

153153 egories of duties under paragraph (1) are assigned 12
154154 to a different individual or group of individuals so 13

156156 (A) to organize common work in a cohesive 15
157157 manner; and 16
158158 (B) not to overburden a small number of 17
159159 individuals with such requirements. 18

161161 EAD OFFICIAL.—Not later than 180 days 19
162162 after the date of the enactment of this Act, the Sec-20

164164 (A) designate one individual as the lead 22
165165 senior official responsible for integration and 23
166166 coordination of, and accountability for, the eval-24
167167 uation of the capital asset workforce needs of 25

175175 partment, including those at the field, regional, 5
176176 and central offices of the Veterans Health Ad-6
177177 ministration, the National Cemetery Adminis-7
178178 tration, the Veterans Benefits Administration, 8
179179 and the Office of Acquisition, Logistics, and 9
180180 Construction; and 10
181181 (B) notify the appropriate committees of 11
182182 Congress who has been designated under sub-12
183183 paragraph (A). 13

185185 TAFFING MODEL.— 14

187187 N GENERAL.—Not later than one year 15
188188 after the date of the enactment of this Act, the 16
189189 Secretary shall establish a staffing model for 17
190190 the relevant administrations, staff offices, and 18
191191 other elements of the Department to carry out 19
192192 paragraph (1) that— 20
193193 (i) ensures a minimum base level of 21
194194 capital asset staffing; and 22
195195 (ii) is adjusted based on the volume 23
196196 and complexity of capital asset work of a 24

208208 REATMENT OF STATES AND TERRITORIES 7
209209 WITHOUT A MEDICAL CENTER .—In the case of a 8
210210 State or territory of the United States in which the 9
211211 Department does not operate a full-service medical 10
212212 center, the Secretary shall, in carrying out para-11
213213 graph (1), ensure, to the greatest extent practicable, 12
214214 that the Department has a dedicated office or entity 13
215215 and sufficient staff at the largest medical facility of 14
216216 the Department in that State or territory, and any 15
217217 reference in this section to a medical center shall be 16
218218 deemed to be a reference to that medical facility. 17

220220 URPOSE AND INTENT .—The purpose of 18
221221 this subsection is to ensure that field, regional, and 19
222222 central offices of the Department of Veterans Affairs 20
223223 have an appropriately sized and credentialed capital 21
224224 asset workforce to allow for efficient and effective 22
225225 execution of their relevant segment of capital asset 23
226226 work. Nothing in this subsection is intended to man-24

233233 UALIFICATIONS.—The Secretary shall ensure 3
234234 that appropriate professional certifications, educational 4
235235 background, and other qualifications are in effect for indi-5
236236 viduals employed in a position at a dedicated office or enti-6
237237 ty required by subsection (a) to manage the duties under 7
238238 the categories set forth under subsection (a)(1). 8

243243 N GENERAL.—The duties of a dedicated of-11
244244 fice or entity required by subsection (a) at a medical 12
245245 center of the Department may include such combina-13
246246 tion of the following duties as the Secretary con-14
247247 siders appropriate to achieve efficient and effective 15
248248 capital asset management and performance as it 16
249249 pertains to relevant activities at the field level: 17
250250 (A) The development, monitoring, and im-18
251251 plementation of capital asset objectives for the 19
252252 catchment area surrounding the medical center, 20
253253 including community-based outpatient clinics 21
254254 and other sites of care of the Department in 22
255255 that area. 23
256256 (B) The coordination of capital asset man-24
257257 agement and planning with counterparts at 25

296296 those veterans for the care received 8
297297 from medical facilities of the Depart-9
298298 ment in that area; and 10
299299 (II) the need for improvements 11
300300 and enhancements to infrastructure of 12
301301 the Department; and 13
302302 (ii) views of relevant medical staff of 14
303303 the Department at the medical center and 15
304304 facilities in that catchment area regarding 16
305305 their preferences and needs for how to de-17
306306 liver health care to veterans and how those 18
307307 preferences impact the infrastructure 19
308308 needs of the Department. 20
309309 (H) Understanding the capital asset poli-21
310310 cies, procedures, and directives of the Depart-22
311311 ment, including those issued by the central of-23
312312 fice of the Department, the Veterans Health 24
313313 Administration, Veterans Integrated Service 25

365365 of a diverse population of veterans being served 19
366366 by the medical center and medical staff of the 20
367367 medical center or in the catchment area of the 21

467467 NGENERAL.—Not later than one year after the 5
468468 date of the enactment of this Act, the Secretary of Vet-6
469469 erans Affairs shall— 7
470470 (1) develop meaningful and measurable goals 8
471471 and metrics— 9
472472 (A) to assess the performance of the cap-10
473473 ital asset management programs of the Depart-11
474474 ment of Veterans Affairs, including those car-12
475475 ried out by a non-Department Federal entity 13
476476 under section 8103(e)(1) of title 38, United 14
477477 States Code, to allow the Secretary to make 15
478478 sound decisions regarding construction, leasing, 16
479479 acquisition, maintenance, and disposal of cap-17
480480 ital assets; and 18
481481 (B) that are in alignment with Department 19
