SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Foreign Funds 4
in Elections Act’’. 5
SEC. 2. PROHIBITION ON CONTRIBUTIONS AND DONATIONS 6
BY FOREIGN NATIONALS IN CONNECTION 7
WITH BALLOT INITIATIVES AND
REFERENDA 8
REFERENDA AND RECALL ELECTIONS . 9
(a) P
ROHIBITION.—Section 319(a)(1)(A) of the Fed-10
eral Election Campaign Act of 1971 (52 U.S.C. 11
30121(a)(1)(A)) is amended by inserting ‘‘, including a 12
State or local ballot initiative or
referendumreferendum 13
or recall election’’ after ‘‘State, or local election’’. 14
(b) E
FFECTIVEDATE.—The amendment made by 15
this section shall apply with respect to contributions and 16
donations made on or after the date of the enactment of 17
this Act. 18
