11-SECTION 1. SHORT TITLE. 1
12-This Act may be cited as the ‘‘Sanctioning Tyrannical 2
13-and Oppressive People within the Chinese Communist 3
14-Party Act’’ or the ‘‘STOP CCP Act’’. 4
15-SEC. 2. FINDINGS. 5
16-Congress finds the following: 6
17-(1) The Hong Kong National Security Law pro-7
18-mulgated on July 1, 2020— 8
19-(A) contravenes the Basic Law of the 9
20-Hong Kong Special Administrative Region that 10
21-provides in Article 23 that the Legislative 11
22-Council of Hong Kong shall enact legislation re-12
23-lated to national security; 13
24-(B) violates the People’s Republic of Chi-14
25-na’s commitments under international law, as 15
26-defined by the Joint Declaration; and 16
27-(C) causes severe and irreparable damage 17
28-to the ‘‘one country, two systems’’ principle and 18
29-further erodes global confidence in the People’s 19
30-Republic of China’s commitment to inter-20
31-national law. 21
32-(2) Repression of ethnic Muslim minorities in 22
33-the Xinjiang Uyghur Autonomous Region of the 23
34-People’s Republic of China has been ongoing, and 24
35-was formalized with the ‘‘Strike Hard Campaign 25
36-against Violent Terrorism’’ that began in 2014. 26 3

38-(3) The mass internment of Uyghur and other 1
39-Muslim ethnic minorities in the Xinjiang Uyghur 2
40-Autonomous Region has been ongoing since April 3
41-2017. 4
42-(4) The People’s Republic of China has con-5
43-ducted a targeted and systemic population-control 6
44-campaign against ethnic and religious minorities in 7
45-the Xinjiang Uyghur Autonomous Region by impos-8
46-ing and implementing coercive population-control 9
47-practices, including selectively enforcing birth 10
48-quotas, targeting minority women who are in non-11
49-compliance with birth quotas, and subjecting women 12
50-to coercive measures such as forced birth control, 13
51-forced sterilization, and forced abortion. 14
52-(5) On October 6, 2020, 39 countries delivered 15
53-a cross-regional joint statement to the United States 16
54-Mission to the United Nations on the human rights 17
55-abuses on Uyghurs and other minorities for forced 18
56-birth control including sterilization. 19
57-(6) On January 19, 2021, the Department of 20
58-State determined that the People’s Republic of 21
59-China committed crimes against humanity and geno-22
60-cide against Uyghurs and other ethnic and religious 23
61-minority groups in the Xinjiang Uyghur Autono-24
62-mous Region, citing forced sterilizations, forced 25 4

64-abortions, coerced marriages, and separation of 1
65-Uyghur children from their families. 2
66-(7) The Department of State’s 2020 Country 3
67-Reports on Human Rights Practices affirmed the 4
68-genocide determination and noted coercive popu-5
69-lation control measures inflicted on ethnic and reli-6
70-gious minority women in China, including forced in-7
71-jections with ‘‘drugs that cause temporary or perma-8
72-nent end to their menstrual cycles and fertility’’. 9
73-(8) The United States ratified the United Na-10
74-tions Convention on the Prevention and Punishment 11
75-of Genocide in 1988, recognizing that ‘‘imposing 12
76-measures intended to prevent births within the 13
77-group’’ with intent to destroy a group in whole or 14
78-part is an act that constitutes genocide. 15
79-(9) Taiwan is a free and prosperous democracy 16
80-of nearly 24,000,000 people and an important con-17
81-tributor to peace and stability around the world. 18
82-(10) Section 2(b) of the Taiwan Relations Act 19
83-(Public Law 96–8; 22 U.S.C. 3301(b)) states that it 20
84-is the policy of the United States— 21
85-(A) ‘‘to preserve and promote extensive, 22
86-close, and friendly commercial, cultural, and 23
87-other relations between the people of the United 24
88-States and the people on Taiwan, as well as the 25 5

90-people on the China mainland and all other peo-1
91-ples of the Western Pacific area’’; 2
92-(B) ‘‘to declare that peace and stability in 3
93-the area are in the political, security, and eco-4
94-nomic interests of the United States, and are 5
95-matters of international concern’’; 6
96-(C) ‘‘to make clear that the United States 7
97-decision to establish diplomatic relations with 8
98-the People’s Republic of China rests upon the 9
99-expectation that the future of Taiwan will be 10
100-determined by peaceful means’’; 11
101-(D) ‘‘to consider any effort to determine 12
102-the future of Taiwan by other than peaceful 13
103-means, including by boycotts or embargoes, a 14
104-threat to the peace and security of the Western 15
105-Pacific area and of grave concern to the United 16
106-States’’; 17
107-(E) ‘‘to provide Taiwan with arms of a de-18
108-fensive character’’; and 19
109-(F) ‘‘to maintain the capacity of the 20
110-United States to resist any resort to force or 21
111-other forms of coercion that would jeopardize 22
112-the security, or the social or economic system, 23
113-of the people on Taiwan’’. 24 6

115-(11) Since the election of President Tsai Ing- 1
116-wen as President of Taiwan in 2016, the Govern-2
117-ment of the People’s Republic of China has intensi-3
118-fied its efforts to pressure Taiwan through diplo-4
119-matic isolation and military provocations. 5
120-(12) The rapid modernization of the People’s 6
121-Liberation Army and recent military maneuvers in 7
122-and around the Taiwan Strait illustrate a clear 8
123-threat to Taiwan’s security. 9

125-It is the sense of Congress that members of the Chi-11
126-nese Communist Party, led by General Secretary Xi 12
127-Jinping, are responsible for violations of Hong Kong’s au-13
128-tonomy, increased aggression against the people of Tai-14
129-wan, numerous human rights violations against the people 15
130-of Hong Kong and the people of Taiwan, and acts of re-16
131-pression and genocide against Uyghur Muslims in the 17
132-Xinjiang Uyghur Autonomous Region. 18

137-NGENERAL.—Not later than 30 days after the 22
138-date of the enactment of this Act, the President shall im-23
139-pose the sanctions described in subsection (c) with respect 24
140-to— 25 7

142-(1) each person who is a member of the Central 1
143-Committee of the Chinese Communist Party, includ-2
144-ing alternate members thereof, that the President 3
145-determines engages in the conduct described in sub-4
146-section (b); 5
147-(2) each person who is a member of any suc-6
148-cessor organization of the Central Committee of the 7
149-Chinese Communist Party that the President deter-8
150-mines engages in the conduct described in subsection 9
151-(b), in the event that the Central Committee is dis-10
152-solved; 11
153-(3) each person who is an adult family member, 12
154-including a spouse or an adult family member of the 13
155-spouse, of a person described in paragraph (1) or 14
156-paragraph (2); and 15
157-(4) each person the President determines is a 16
158-Chinese state-owned enterprise— 17
159-(A) illegally manufacturing or distributing 18
160-fentanyl; or 19
161-(B) knowingly or intentionally manufac-20
162-turing or distributing fentanyl precursor chemi-21
163-cals to be used in the illegal production or dis-22
164-tribution of fentanyl. 23
181+NGENERAL.—Not later than 30 days after the 4
182+date of the enactment of this Act, the President shall impose 5
183+the sanctions described in subsection (c) with respect to— 6
184+(1) each person who is a member of the Central 7
185+Committee of the Chinese Communist Party that the 8
186+President determines engages in the conduct described 9
187+in subsection (b); 10
188+(2) each person who is a member of any suc-11
189+cessor organization of the Central Committee of the 12
190+Chinese Communist Party that the President deter-13
191+mines engages in the conduct described in subsection 14
192+(b), in the event that the Central Committee is dis-15
193+solved; and 16
194+(3) each person who is an adult family member, 17
195+including a spouse or an adult family member of the 18
196+spouse, of a person described in paragraph (1) or 19
197+paragraph (2). 20

178-cluding Uyghur Muslims; or 10
179-(4) willfully and knowingly engage in malicious 11
180-activities, including online disinformation campaigns 12
181-and propaganda, for the purpose of interfering with 13
182-United States Federal, State, or local elections. 14
