2929 OBBYING THE EXECUTIVEBRANCH.—Section 3
3030 207(e)(1) of title 18, United States Code, is amended by 4
3131 adding at the end a new subparagraph: 5
3232 ‘‘(C) M
3333 EMBERS OF CONGRESS AND THE 6
3434 EXECUTIVE BRANCH .—Any person who is a 7
3535 Member of the House of Representatives or a 8
3636 Senator and who, at any point after that person 9
3737 leaves office, knowingly makes, with the intent 10
3838 to influence, any communication to or appear-11
3939 ance before any officer or employee of any de-12
4040 partment, agency, court, or court-martial of the 13
4141 United States on behalf of any other person 14
4242 (except the United States) in connection with a 15
4343 particular matter— 16
4444 ‘‘(i) in which the United States is a 17
4545 party or has a direct and substantial inter-18
4646 est, 19
4747 ‘‘(ii) in which the person participated 20
4848 personally and substantially as such officer 21
4949 or employee, and 22
5050 ‘‘(iii) which involved a specific party 23
5151 or specific parties at the time of such par-24
5252 ticipation, 25

5959 OBBYINGCONGRESS.—Section 207(e)(1) of title 3

6161 (1) in subparagraph (A) by striking ‘‘, within 2 5
6262 years after’’ and inserting ‘‘, at any point after’’; 6

6464 (2) in subparagraph (B)— 8
6565 (A) in clause (i) by striking ‘‘Any person 9
6666 who is a Member’’ and inserting ‘‘Except as 10
6767 provided in clause (iv), any person who is a 11
6868 Member’’; and 12
6969 (B) by adding at the end the following new 13
7070 clause: 14
7171 ‘‘(iv) In the case of a person who is 15
7272 a Member of the House of Representatives 16
7373 referred to in clause (i), the restriction 17
7474 under such clause applies to such person at 18
7575 any point after such person leaves office.’’. 19
7676 (c) A
7777 PPLICATION.—The amendments made by this 20
7878 section shall apply to any person who is a Member of Con-21
7979 gress during the One Hundred and Eighteenth Congress 22
8080 or any succeeding Congress. 23
