17	17	branch, and for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Ban Congressmen 4
22	22	Lobbyists Act’’. 5

26	26	SEC. 2. LIFETIME LOBBYING BAN FOR FORMER MEMBERS 1

29	29	OBBYING THE EXECUTIVEBRANCH.—Section 3
30	30	207(e)(1) of title 18, United States Code, is amended by 4
31	31	adding at the end a new subparagraph: 5
32	32	‘‘(C) M
33	33	EMBERS OF CONGRESS AND THE 6
34	34	EXECUTIVE BRANCH .—Any person who is a 7
35	35	Member of the House of Representatives or a 8
36	36	Senator and who, at any point after that person 9
37	37	leaves office, knowingly makes, with the intent 10
38	38	to influence, any communication to or appear-11
39	39	ance before any officer or employee of any de-12
40	40	partment, agency, court, or court-martial of the 13
41	41	United States on behalf of any other person 14
42	42	(except the United States) in connection with a 15
43	43	particular matter— 16
44	44	‘‘(i) in which the United States is a 17
45	45	party or has a direct and substantial inter-18
46	46	est, 19
47	47	‘‘(ii) in which the person participated 20
48	48	personally and substantially as such officer 21
49	49	or employee, and 22
50	50	‘‘(iii) which involved a specific party 23
51	51	or specific parties at the time of such par-24
52	52	ticipation, 25

57	57	this title.’’. 2

59	59	OBBYINGCONGRESS.—Section 207(e)(1) of title 3
60	60	18, United States Code, is amended— 4
61	61	(1) in subparagraph (A) by striking ‘‘, within 2 5
62	62	years after’’ and inserting ‘‘, at any point after’’; 6
63	63	and 7
64	64	(2) in subparagraph (B)— 8
65	65	(A) in clause (i) by striking ‘‘Any person 9
66	66	who is a Member’’ and inserting ‘‘Except as 10
67	67	provided in clause (iv), any person who is a 11
68	68	Member’’; and 12
69	69	(B) by adding at the end the following new 13
70	70	clause: 14
71	71	‘‘(iv) In the case of a person who is 15
72	72	a Member of the House of Representatives 16
73	73	referred to in clause (i), the restriction 17
74	74	under such clause applies to such person at 18
75	75	any point after such person leaves office.’’. 19

77	77	PPLICATION.—The amendments made by this 20
78	78	section shall apply to any person who is a Member of Con-21
79	79	gress during the One Hundred and Eighteenth Congress 22
80	80	or any succeeding Congress. 23
