15	15	tionment.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE; FINDING OF CONSTITUTIONAL 3
19	19	AUTHORITY. 4
20	20	(a) S
21	21	HORTTITLE.—This Act may be cited as the 5
22	22	‘‘Coretta Scott King Mid-Decade Redistricting Prohibition 6
23	23	Act of 2023’’. 7

25	25	INDING.—Congress finds that it has the author-8
26	26	ity to establish the terms and conditions States must fol-9
27	27	low in carrying out congressional redistricting after an ap-10

31	31	portionment of Members of the House of Representatives 1
32	32	because— 2
33	33	(1) the authority granted to Congress under ar-3
34	34	ticle I, section 4 of the Constitution of the United 4
35	35	States gives Congress the power to enact laws gov-5
36	36	erning the time, place, and manner of elections for 6
37	37	Members of the House of Representatives; and 7
38	38	(2) the authority granted to Congress under 8
39	39	section 5 of the fourteenth amendment to the Con-9
40	40	stitution gives Congress the power to enact laws to 10
41	41	enforce section 2 of such amendment, which requires 11
42	42	Representatives to be apportioned among the several 12
43	43	States according to their number. 13
44	44	SEC. 2. LIMIT ON CONGRESSIONAL REDISTRICTING AFTER 14
45	45	AN APPORTIONMENT. 15
46	46	The Act entitled ‘‘An Act for the relief of Doctor Ri-16
47	47	cardo Vallejo Samala and to provide for congressional re-17
48	48	districting’’, approved December 14, 1967 (2 U.S.C. 2c), 18
49	49	is amended by adding at the end the following: ‘‘A State 19
50	50	which has been redistricted in the manner provided by law 20
51	51	after an apportionment under section 22(a) of the Act en-21
52	52	titled ‘An Act to provide for the fifteenth and subsequent 22
53	53	decennial censuses and to provide for an apportionment 23
54	54	of Representatives in Congress’, approved June 18, 1929 24
55	55	(2 U.S.C. 2a), may not be redistricted again until after 25

59	59	the next apportionment of Representatives under such sec-1
60	60	tion, unless a court requires the State to conduct such 2
61	61	subsequent redistricting to comply with the Constitution 3
62	62	or to enforce the Voting Rights Act of 1965 (42 U.S.C. 4
63	63	1973 et seq.).’’. 5
64	64	SEC. 3. NO EFFECT ON ELECTIONS FOR STATE AND LOCAL 6
65	65	OFFICE. 7
66	66	Nothing in this Act or in any amendment made by 8
67	67	this Act may be construed to affect the manner in which 9
68	68	a State carries out elections for State or local office, in-10
69	69	cluding the process by which a State establishes the dis-11
70	70	tricts used in such elections. 12
71	71	SEC. 4. EFFECTIVE DATE. 13
72	72	This Act and the amendment made by this Act shall 14
73	73	apply with respect to any congressional redistricting which 15
74	74	occurs after the regular decennial census conducted during 16
75	75	2020. 17
