12+This Act may be cited as the ‘‘Pala Band of Mission 2
13+Indians Land Transfer Act of 2023’’. 3
14+SEC. 2. TRANSFER OF LAND IN TRUST FOR THE PALA BAND 4
15+OF MISSION INDIANS. 5
16+(a) T
17+RANSFER ANDADMINISTRATION.— 6
18+(1) T
19+RANSFER OF LANDS INTO TRUST .—If, not 7
20+later than 180 days after the date of the enactment 8
21+of this Act, the Tribe transfers title to the land re-9
22+ferred to in subsection (b) to the United States, the 10
23+Secretary, not later than 180 days after such trans-11
24+fer, shall take that land into trust for the benefit of 12
25+the Tribe. 13
26+(2) A
27+DMINISTRATION.—The land transferred 14
28+under paragraph (1) shall be part of the Pala Indian 15
29+Reservation and administered in accordance with the 16
30+laws and regulations generally applicable to land 17
31+held in trust by the United States for an Indian 18
32+Tribe. 19

34+ANDDESCRIPTION.—The land referred to in 20
35+subsection (a)(1) is the approximately 721.12 acres of 21
36+land located in San Diego County, California, generally 22
37+depicted as ‘‘Gregory Canyon Property Boundary’’ on the 23
38+map titled ‘‘Pala Gregory Canyon Property Boundary and 24
39+Parcels’’. 25 3

41+(c) RULES OFCONSTRUCTION.—Nothing in this Act 1
42+shall— 2
43+(1) enlarge, impair, or otherwise affect any 3
44+right or claim of the Tribe to any land or interest 4
45+in land that is in existence before the date of the en-5
46+actment of this Act; 6
47+(2) affect any water right of the Tribe in exist-7
48+ence before the date of the enactment of this Act; 8
49+or 9
50+(3) terminate or limit any access in any way to 10
51+any right-of-way or right-of-use issued, granted, or 11
52+permitted before the date of the enactment of this 12
53+Act. 13

55+ESTRICTEDUSE OFTRANSFERREDLANDS.— 14
56+The Tribe may not conduct, on the land taken into trust 15
57+for the Tribe pursuant to this Act, gaming activities— 16
58+(1) as a matter of claimed inherent authority; 17
59+or 18
60+(2) under any Federal law, including the Indian 19
61+Gaming Regulatory Act (25 U.S.C. 2701 et seq.) 20
62+and regulations promulgated by the Secretary or the 21
63+National Indian Gaming Commission under that 22
64+Act. 23

66+EFINITIONS.—For the purposes of this section: 24 4

13-SECTION 1. SHORT TITLE.
14-This Act may be cited as the ‘‘Pala Band of Mission Indians
15-Land Transfer Act of 2023’’.
16-SEC. 2. TRANSFER OF LAND IN TRUST FOR THE PALA BAND OF MIS-
17-SION INDIANS.
18-(a) TRANSFER ANDADMINISTRATION.—

20-RANSFER OF LANDS INTO TRUST .—If, not later than
21-180 days after the date of the enactment of this Act, the
22-Tribe transfers title to the land referred to in subsection (b)
23-to the United States, the Secretary, not later than 180 days
24-after such transfer, shall take that land into trust for the
25-benefit of the Tribe.

39-ULES OFCONSTRUCTION.—Nothing in this Act shall—
40-(1) enlarge, impair, or otherwise affect any right or claim
41-of the Tribe to any land or interest in land that is in existence
42-before the date of the enactment of this Act;

44-the date of the enactment of this Act; or
