Making appropriations for the Legislative Branch for the
fiscal year ending September 30, 2024, and for other

Be it enacted by the Senate and House of Representa-1

EC. 110. (a) Notwithstanding any other provision 9
of law, any amounts appropriated under this Act for 10
‘‘HOUSE OF REPRESENTATIVES—S
ALARIES AND 11

XPENSES—MEMBERS’ REPRESENTATIONAL ALLOW -12
ANCES’’ shall be available only for fiscal year 2024. Any 13
amount remaining after all payments are made under such 14
allowances for fiscal year 2024 shall be deposited in the 15
Treasury and used for deficit reduction (or, if there is no 16
Federal budget deficit after all such payments have been 17
made, for reducing the Federal debt, in such manner as 18
the Secretary of the Treasury considers appropriate). 19
(b) The Committee on House Administration of the 20
House of Representatives shall have authority to prescribe 21
regulations to carry out this section. 22
(c) As used in this section, the term ‘‘Member of the 23
House of Representatives’’ means a Representative in, or 24
a Delegate or Resident Commissioner to, the Congress. 25

LIMITATION ON AMOUNT AVAILABLE TO LEASE VEHICLES 1

EC. 111. None of the funds made available in this 2
Act may be used by the Chief Administrative Officer of 3
the House of Representatives to make any payments from 4
any Members’ Representational Allowance for the leasing 5
of a vehicle, excluding mobile district offices, in an aggre-6
gate amount that exceeds $1,000 for the vehicle in any 7
month. 8
CYBERSECURITY ASSISTANCE FOR HOUSE OF 9
REPRESENTATIVES 10

EC. 112. The head of any Federal entity that pro-11
vides assistance to the House of Representatives in the 12
House’s efforts to deter, prevent, mitigate, or remediate 13
cybersecurity risks to, and incidents involving, the infor-14
mation systems of the House shall take all necessary steps 15
to ensure the constitutional integrity of the separate 16
branches of the government at all stages of providing the 17
assistance, including applying minimization procedures to 18
limit the spread or sharing of privileged House and Mem-19
ber information. 20

eral Law Enforcement Training Centers, and not more 12
than $7,500 to be expended on the certification of the 13
Chief of the Capitol Police in connection with official rep-14
resentation and reception expenses, $192,846,000, to be 15
disbursed by the Chief of the Capitol Police or a duly au-16
thorized designee: Provided, That, notwithstanding any 17
other provision of law, the cost of basic training for the 18
Capitol Police at the Federal Law Enforcement Training 19
Centers for fiscal year 2024 shall be paid by the Secretary 20
of Homeland Security from funds available to the Depart-21

nage or sabotage associated with the acquisition of 1
such telecommunications equipment for inclusion in 2
a high or moderate impact system, including any 3
risk associated with such system being produced, 4
manufactured, or assembled by one or more entities 5
identified by the United States Government as pos-6
ing a cyber threat, including but not limited to, 7
those that may be owned, directed, or subsidized by 8
the People’s Republic of China, the Islamic Republic 9
of Iran, the Democratic People’s Republic of Korea, 10
or the Russian Federation. 11
(b) None of the funds appropriated or otherwise 12
made available under this Act may be used to acquire a 13
high or moderate impact information system reviewed and 14
assessed under subsection (a) unless the head of the as-15
sessing entity described in subsection (a) has— 16
(1) developed, in consultation with NIST and 17
supply chain risk management experts, a mitigation 18
strategy for any identified risks; 19
(2) determined, in consultation with NIST and 20
the Federal Bureau of Investigation, that the acqui-21
sition of such telecommunications equipment for in-22
clusion in a high or moderate impact system is in 23
the vital national security interest of the United 24
States; and 25

(3) reported that determination to the Commit-1
tees on Appropriations of the House of Representa-2
tives and the Senate in a manner that identifies the 3
telecommunications equipment for inclusion in a 4
high or moderate impact system intended for acqui-5
sition and a detailed description of the mitigation 6
strategies identified in paragraph (1), provided that 7
such report may include a classified annex as nec-8
essary. 9
PROHIBITION ON CERTAIN OPERATIONAL EXPENSES 10

EC. 209. (a) None of the funds made available in 11
this Act may be used to maintain or establish a computer 12
network unless such network blocks the viewing, 13
downloading, and exchanging of pornography. 14
(b) Nothing in subsection (a) shall limit the use of 15
funds necessary for any Federal, State, tribal, or local law 16
enforcement agency or any other entity carrying out crimi-17
nal investigations, prosecution, or adjudication activities 18
or other official government activities. 19
LIMITATION ON TREATMENT AS FIDUCIARY 20

EC. 210. (a) Section 13144 of title 5, United States 22
Code, is amended by adding at the end the following new 23
subsection: 24

‘‘(c) LIMITATION ONTREATMENT ASFIDUCIARYRE-1
LATIONSHIP.—For purposes of this section, the relation-2
ship between a Member who is providing care directly to 3
a patient in the form of medical services or dental services 4
and the patient to whom such care is provided shall not 5
be considered a fiduciary relationship.’’. 6
(b) The amendment made by subsection (a) shall 7
apply with respect to compensation received in fiscal year 8
2024 or any succeeding fiscal year. 9

EC. 211. None of the funds made available by this 10
Act may be used for any office, program, or activity for 11
the purposes of diversity, equity, and inclusion training 12
or implementation that promotes or perpetuates divisive 13
concepts related to race or sex, such as the concepts that 14
one race or sex is inherently superior to another, or that 15
an individual’s moral character or worth is determined by 16
their race or sex. 17

EC. 212. (a) INGENERAL.—Notwithstanding sec-18
tion 7 of title 1, United States Code, section 1738C of 19
title 28, United States Code, or any other provision of law, 20
none of the funds provided by this Act, or previous appro-21
priations Acts, shall be used in whole or in part to take 22
any discriminatory action against a person, wholly or par-23
tially, on the basis that such person speaks, or acts, in 24
accordance with a sincerely held religious belief, or moral 25

conviction, that marriage is, or should be recognized as, 1
a union of one man and one woman. 2
(b) D
ISCRIMINATORYACTIONDEFINED.—As used in 3
subsection (a), a discriminatory action means any action 4
taken by the Federal Government to— 5
(1) alter in any way the Federal tax treatment 6
of, or cause any tax, penalty, or payment to be as-7
sessed against, or deny, delay, or revoke an exemp-8
tion from taxation under section 501(a) of the Inter-9
nal Revenue Code of 1986 of, any person referred to 10
in subsection (a); 11
(2) disallow a deduction for Federal tax pur-12
poses of any charitable contribution made to or by 13
such person; 14
(3) withhold, reduce the amount or funding for, 15
exclude, terminate, or otherwise make unavailable or 16
deny, any Federal grant, contract, subcontract, co-17
operative agreement, guarantee, loan, scholarship, li-18
cense, certification, accreditation, employment, or 19
other similar position or status from or to such per-20
son; 21
(4) withhold, reduce, exclude, terminate, or oth-22
erwise make unavailable or deny, any entitlement or 23
benefit under a Federal benefit program, including 24
admission to, equal treatment in, or eligibility for a 25

degree from an educational program, from or to 1
such person; or 2
(5) withhold, reduce, exclude, terminate, or oth-3
erwise make unavailable or deny access or an entitle-4
ment to Federal property, facilities, educational in-5
stitutions, speech fora (including traditional, limited, 6
and nonpublic fora), or charitable fundraising cam-7
paigns from or to such person. 8
(c) A
CCREDITATION; LICENSURE; CERTIFICATION.— 9
The Federal Government shall consider accredited, li-10
censed, or certified for purposes of Federal law any person 11
that would be accredited, licensed, or certified, respec-12
tively, for such purposes but for a determination against 13
such person wholly or partially on the basis that the per-14
son speaks, or acts, in accordance with a sincerely held 15
religious belief or moral conviction described in subsection 16
(a). 17

EC. 213. $11,000,000. 19

EC. 214. Notwithstanding any other provision of 20
law, no adjustment shall be made under section 601(a) 21
of the Legislative Reorganization Act of 1946 (2 U.S.C. 22
4501) (relating to cost of living adjustments for Members 23
of Congress) during fiscal year 2024. 24
