Caption

Prohibit Pentagon Profiteering Act

Impact

If passed, HB5120 would lead to stricter scrutiny of financial dealings among military officials, promoting transparency and accountability in defense-related financial engagements. By expanding the prohibitive measures on stock ownership and trading, the bill aims to eliminate any potential for personal gain from public office, thereby reducing the risk of unethical practices or corruption within the DoD. This change could also set a precedent for similar regulations across other government agencies, reflecting a broader commitment to ethical governance.

Summary

House Bill 5120, titled the 'Prohibit Pentagon Profiteering Act', seeks to enhance the regulations regarding the ownership and trading of stocks by specific officials within the Department of Defense (DoD). The bill proposes that officials cannot own or trade stocks in companies that generate significant revenue from DoD contracts, specifically those earning over $1 billion in the previous year. This modification to existing law is intended to address concerns over potential conflicts of interest and the ethical implications of officials profiting from defense contracts.

Contention

While proponents of the bill argue that it is a necessary step to prevent corruption and ensure that government officials put the public interest first, there are concerns regarding its implications on personal rights and freedoms. Opponents might argue that such restrictions could discourage qualified individuals from taking positions in government due to fears of financial repercussions. Additionally, discussions around the bill highlight the tension between maintaining ethical standards in public service and ensuring that individuals have the right to manage their financial affairs without undue restrictions.

Freedom to Vote Act This bill addresses voter registration and voting access, election integrity and security, redistricting, and campaign finance. Specifically, the bill expands voter registration (e.g., automatic and same-day registration) and voting access (e.g., vote-by-mail and early voting). It also limits removing voters from voter rolls. Next, the bill establishes Election Day as a federal holiday. The bill declares that the right of a U.S. citizen to vote in any election for federal office shall not be denied or abridged because that individual has been convicted of a criminal offense unless, at the time of the election, such individual is serving a felony sentence. The bill establishes certain federal criminal offenses related to voting. In particular, the bill establishes a new criminal offense for conduct (or attempted conduct) to corruptly hinder, interfere with, or prevent another person from registering to vote or helping someone register to vote. Additionally, the bill sets forth provisions related to election security, including by requiring states to conduct post-election audits for federal elections. The bill outlines criteria for congressional redistricting and generally prohibits mid-decade redistricting. The bill addresses campaign finance, including by expanding the prohibition on campaign spending by foreign nationals, requiring additional disclosure of campaign-related fundraising and spending, requiring additional disclaimers regarding certain political advertising, and establishing an alternative campaign funding system for certain federal offices.
