2929 NGENERAL.—Not later than 90 days after the 3
3030 date of the enactment of this Act, the Secretary of Defense 4
3131 shall seek to enter into an agreement with a university 5
3232 affiliated research center with expertise in strategic deter-6
3333 rence to conduct research and analysis on multipolar de-7
3434 terrence and escalation dynamics. 8
3535 (b) E
3636 LEMENTS.—The research and analysis con-9
3737 ducted under subsection (a) shall include assessment of 10
3838 the following: 11
3939 (1) Implications for strategic deterrence and al-12
4040 lied assurance given the emergence of a second near- 13
4141 peer nuclear power. 14
4242 (2) Potential alternative conventional, strategic, 15
4343 and nuclear force structures to optimize deterrence 16
4444 of two near- peer nuclear powers. 17
4545 (3) The contribution made by countervailing 18
4646 nonstrategic capabilities to strategic deterrence. 19
4747 (4) Escalation patterns arising from Russia’s 20
4848 Strategic Operations to Destroy Critically Important 21
4949 Targets operational concept and response options for 22
5050 the United States. 23
5151 (5) Multilateral efforts that could contribute to 24
5252 multipolar strategic deterrence and escalation dy-25
5353 namics. 26

6868 ORM.—The report under paragraph (1) 9

7272 ONGRESSIONAL DEFENSECOMMITTEESDE-12
7373 FINED.—In this section, the term ‘‘congressional defense 13
7474 committees’’ has the meaning given that term in section 14
7575 101(a)(16) of title 10, United States Code. 15
