16	16	trolled by the Government of the People’s Republic of
17	17	China, and for other purposes.
18	18	Be it enacted by the Senate and House of Representa-1
19	19	tives of the United States of America in Congress assembled, 2
20	20	SECTION 1. SHORT TITLE. 3
21	21	This Act may be cited as the ‘‘Chinese Electronics 4
22	22	Defense Act of 2023’’. 5

26	26	QUISITIONS INVOLVING ENTITIES OWNED OR 2
27	27	CONTROLLED BY CHINA. 3
28	28	(a) I
29	29	NGENERAL.—The Secretary of Defense may not 4
30	30	acquire any computer or printer if the manufacturer, bid-5
31	31	der, or offeror is a covered Chinese entity. 6
32	32	(b) A
33	33	PPLICABILITY.—This section shall apply only 7
34	34	with respect to contracts or other agreements entered into, 8
35	35	renewed, or extended after the date of the enactment of 9
36	36	this Act. 10

38	38	EFINITIONS.—In this section: 11
39	39	(1) C
40	40	OVERED CHINESE ENTITY .—The term 12
41	41	‘‘covered Chinese entity’’ means an entity that the 13
42	42	Secretary of Defense, in consultation with the Direc-14
43	43	tor of the National Intelligence or the Director of 15
44	44	the Federal Bureau of Investigation, determines to 16
45	45	be an entity owned, controlled, directed, or subcon-17
46	46	tracted by, affiliated with, or otherwise connected to, 18
47	47	the Government of the People’s Republic of China. 19
48	48	(2) M
49	49	ANUFACTURER.—The term ‘‘manufac-20
50	50	turer’’ means— 21
51	51	(A) the entity that transforms raw mate-22
52	52	rials, miscellaneous parts, or components into 23
53	53	the end item; 24
54	54	(B) any entity that subcontracts with the 25
55	55	entity described in subparagraph (A) for the en-26

59	59	form raw materials, miscellaneous parts, or 2
60	60	components into the end item; 3
61	61	(C) any entity that otherwise directs the 4
62	62	entity described in subparagraph (A) to trans-5
63	63	form raw materials, miscellaneous parts, or 6
64	64	components into the end item; or 7
65	65	(D) any parent company, subsidiary, or af-8
66	66	filiate of the entity described in subparagraph 9
