SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Basic Allowance for 4
Housing Calculation Improvement Act of 2023’’. 5

SEC. 2. BASIC ALLOWANCE FOR HOUSING: PILOT PROGRAM 1
TO OUTSOURCE RATE CALCULATION. 2
(a) I
NGENERAL.—Not later than September 30, 3
2024, the Secretary of Defense shall seek to enter into 4
an agreement with a covered entity pursuant to which the 5
covered entity shall calculate, using industry standard ma-6
chine learning and artificial intelligence algorithms, the 7
monthly rates of BAH for not fewer than 15 MHAs. 8
(b) R
EPORT.—Not later than two years after the date 9
of the enactment of this Act, the Secretary shall submit 10
to the Committees on Armed Services of the Senate and 11
House of Representatives a report containing the evalua-12
tion of the Secretary of the rates calculated by a covered 13
entity pursuant to an agreement under subsection (a). 14

EFINITIONS.—In this section: 15
(1) The term ‘‘BAH’’ means the basic allow-16
ance for housing for members of the uniformed serv-17
ices under section 403 of title 37, United States 18
Code. 19
(2) The term ‘‘covered entity’’ means a nation-20
ally recognized entity in the field of single-family 21
housing that has data on local rental rates in real 22
estate markets across the United States. 23
(3) The term ‘‘MHA’’ means military housing 24
area. 25
