SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Restoring American 4
Energy Dominance Act’’. 5
SEC. 2. WITHDRAWAL OF BLM PROPOSED RULE. 6
The Director of the Bureau of Land Management— 7

(1) shall withdraw the proposed rule of the Bu-1
reau of Land Management entitled ‘‘Fluid Mineral 2
Leases and Leasing Process’’ (88 Fed. Reg. 47562 3
(July 24, 2023)); and 4
(2) may not take any action to finalize, imple-5
ment, or enforce the proposed rule described in 6
paragraph (1) or any substantially similar rule. 7
