Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Restoring American En-4
ergy Dominance Act’’. 5
SEC. 2. WITHDRAWAL OF BLM PROPOSED RULE. 6
(a) I
NGENERAL.—Not later than 30 days after the 7
date of enactment of this Act, the Director of the Bureau 8
of Land Management shall withdraw the proposed rule of 9
the Bureau of Land Management entitled ‘‘Fluid Mineral 10
Leases and Leasing Process’’ (88 Fed. Reg. 47562 (July 24, 11
2023)). 12

OFURTHERACTION.—The Director of the Bu-13
reau of Land Management may not take any action to fi-14
nalize, implement, or enforce the proposed rule described in 15
subsection (a) or any substantially similar rule. 16
