A BILL 
To direct the Secretary of Defense to report on the Military 
OneSource program of the Department of Defense. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Military OneSource 4
Transparency Act’’. 5
SEC. 2. REPORTS ON MILITARY ONESOURCE. 6
(a) F
IRSTREPORT.—Not later than 180 days after 7
the date of the enactment of this Act, the Secretary of 8
Defense shall submit to the Committees on Armed Serv-9
ices of the Senate and House of Representatives a report 10

regarding the Military OneSource program of the Depart-1
ment of Defense. Such report under shall include the fol-2
lowing elements: 3
(1) A history of the program, including origin, 4
development, and expansion. 5
(2) An accounting of costs to the Federal Gov-6
ernment to operate the program during fiscal years 7
2019 through 2023. 8
(3) Use of the program during fiscal years 9
2019 through 2023, including— 10
(A) the total number of individuals who 11
used the program, disaggregated by whether 12
such use was through a phone call or the 13
website; 14
(B) the number of members of the Armed 15
Forces who have used the program, 16
disaggregated, to the extent practicable, by 17
Armed Force, race, gender, age, marital status, 18
and duty location; and 19
(C) the most commonly used services of-20
fered through the program. 21
(4) How records for such usage are kept and 22
protected. 23
(5) A list of all services offered through the 24
program. 25

(6) The cost of any service to a member. 1
(7) Services to be added to the program. 2
(8) Criteria by which services offered through 3
the program are added or discontinued. 4
(b) S
UBSEQUENTREPORTS.—Not less than once in 5
each of fiscal years 2025 through 2029, the Secretary 6
shall submit to the Committees on Armed Services of the 7
Senate and House of Representatives a report regarding 8
such Military OneSource program. Each such subsequent 9
report shall include the following elements with regards 10
to the fiscal year preceding the date of such report: 11
(1) An accounting of costs to the Federal Gov-12
ernment to operate the program. 13
(2) Use of the program, including— 14
(A) the total number of individuals who 15
used the program, disaggregated by whether 16
such use was through a phone call or the 17
website; 18
(B) the number of members of the Armed 19
Forces who have used the program, 20
disaggregated, to the extent practicable, by 21
Armed Force, race, gender, age, marital status, 22
and duty location; and 23
(C) the most commonly used services of-24
fered through the program. 25
