---|
20 | 20 | | This Act may be cited as ‘‘Ethan’s Law’’. 4 |
---|
21 | 21 | | SEC. 2. FINDINGS. 5 |
---|
22 | 22 | | Congress find the following: 6 |
---|
23 | 23 | | (1) An estimated 4,600,000 minors in the 7 |
---|
24 | 24 | | United States live in homes with at least 1 unse-8 |
---|
25 | 25 | | cured firearm. 9 |
---|

33 | 33 | | dling their parents’ unsecured firearms. 5 |
---|
34 | 34 | | (3) The presence of unsecured firearms in the 6 |
---|
35 | 35 | | home increases the risk of unintentional and inten-7 |
---|
36 | 36 | | tional shootings. Over 75 percent of firearms used in 8 |
---|
37 | 37 | | youth suicide attempts and unintentional firearm in-9 |
---|
38 | 38 | | juries were stored in the residence of the victim, a 10 |
---|
39 | 39 | | relative, or a friend. 11 |
---|
40 | 40 | | (4) The United States Secret Service and the 12 |
---|
41 | 41 | | Department of Education report that in 65 percent 13 |
---|
42 | 42 | | of deadly school shootings, the attacker obtained the 14 |
---|
43 | 43 | | firearm from his or her own home or that of a rel-15 |
---|
44 | 44 | | ative. 16 |
---|
45 | 45 | | (5) In the last decade, nearly 2,000,000 fire-17 |
---|
46 | 46 | | arms have been reported stolen. In 2016 alone, 18 |
---|
47 | 47 | | 238,000 firearms were reported stolen in the United 19 |
---|
48 | 48 | | States. Between 2010 and 2016, police recovered 20 |
---|
49 | 49 | | more than 23,000 stolen firearms across jurisdic-21 |
---|
50 | 50 | | tions that were used to commit kidnappings, armed 22 |
---|
51 | 51 | | robberies, sexual assaults, murders, and other vio-23 |
---|
52 | 52 | | lent crimes. 24 |

68 | 68 | | SEC. 3. SECURE GUN STORAGE OR SAFETY DEVICE. 13 |
