GRANT Act of 2023 Grant Recipient Accountability for Necessary Transparency Act of 2023

Impact

If enacted, HB6642 would mandate significant changes to how federal research awards are administered. It requires federal agencies to establish terms and conditions that enforce the disclosure of foreign support within 30 days of receipt. Furthermore, it directs the establishment of a searchable online database of disclosures accessible to the public, enhancing oversight of foreign influence in U.S. research. This transparency is particularly aimed at preventing undue foreign influence, especially from nations like China and Russia, which have been highlighted as potential threats to U.S. national security.

Summary

House Bill 6642, known as the Grant Recipient Accountability for Necessary Transparency Act of 2023, proposes new requirements for federal research and development grant recipients. The bill mandates that any entity receiving federal research funding disclose support received from designated 'countries of concern' or entities, within specified timelines. This legislation arises from findings by the U.S. Department of Education regarding substantial foreign gifts to American universities that went unreported, raising concerns about national security and transparency in research funding.

Contention

The bill may face contention from various stakeholders in the research community. Critics argue that stringent disclosure requirements could deter collaboration with international partners and potentially hamper innovative research advancements. Additionally, the enforcement mechanisms proposed—such as funding penalties and suspension of awards for non-compliance—raise concerns about how compliance would be monitored and the potential administrative burdens placed on research institutions. The necessity of balancing transparency with fostering a conducive research environment is likely to be a focal point of debate during its consideration.
