3838 ESCISSION.—The total amount of unobligated 4

4242 hereby permanently rescinded. 8

4444 LASSIFICATION OF BUDGETARYEFFECTS.— 9
4545 The budgetary effects of subsection (a) shall not count for 10
4646 purposes of section 251 of the Balanced Budget and 11
4747 Emergency Deficit Control Act of 1985 or allocation pur-12
4848 suant to section 302(a) or 302(b) of the Congressional 13
4949 Budget Act of 1974. 14
