2020 Force Design Act of 2023’’. 5

3232 LEMENTS.—The force design under subsection 3
3333 (a) shall address— 4
3434 (1) the concepts, capabilities, and structural 5
3535 elements (including size and form) of the Air Force 6
3636 and Space Force that are necessary to ensure those 7
3737 forces effectively execute their core functions 8
3838 through 2050 in support of the National Defense 9
3939 Strategy and the National Military Strategy; 10
4040 (2) force structure, including the development 11
4141 of capabilities (including platforms and systems) at 12
4242 the correct level of capacity to address the challenges 13
4343 outlined by the National Defense Strategy and the 14
4444 National Military Strategy; 15
4545 (3) force composition, including recruitment 16
4646 and development of human capital, effective distribu-17
4747 tion of forces in the total force, and policies to in-18
4848 crease career flexibility across the various compo-19
4949 nents of the force; 20
5050 (4) organizational design, including develop-21
5151 ment of potential models to increase agility and 22
5252 operational effectiveness across the Air Force and 23
5353 Space Force; and 24

6060 NFORMATION TOCONGRESS.—Not later than 60 3
6161 days after completion of the force design required under 4
6262 subsection (a), the Secretary of the Air Force shall— 5
6363 (1) submit a summary of the force design to 6
6464 the congressional defense committees; and 7
6565 (2) provide to the congressional defense com-8
6666 mittees a briefing on the force design. 9

6969 FINED.—In this section, the term ‘‘congressional defense 11
7070 committees’’ has the meaning given that term in section 12
7171 101(a)(16) of title 10, United States Code. 13
