A BILL
To require prompt reporting of any incident in which the
Armed Forces are involved in an attack or hostilities,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. REPORT ON HOSTILITIES INVOLVING UNITED 3
STATES ARMED FORCES. 4
(a) I
NGENERAL.—Not later than 48 hours after any 5
incident in which the United States Armed Forces are in-6
volved in an attack or hostilities, whether in an offensive 7
or defensive capacity, the President shall transmit to the 8
congressional defense committees, the Committee on For-9
eign Relations of the Senate, and the Committee on For-10

eign Affairs of the House of Representatives a report on 1
the incident, unless the President— 2
(1) otherwise reports the incident within 48 3
hours pursuant to section 4 of the War Powers Res-4
olution (50 U.S.C. 1543); or 5
(2) has determined prior to the incident, and so 6
reported pursuant to section 1264 of the National 7
Defense Authorization Act for Fiscal Year 2018 (50 8
U.S.C. 1549), that the United States Armed Forces 9
involved in the incident would be operating under 10
specific statutory authorization within the meaning 11
of section 5(b) of the War Powers Resolution (50 12
U.S.C. 1544(b)). 13
(b) M
ATTERSTOBEINCLUDED.—Each report re-14
quired by subsection (a) shall include— 15
(1) the authority or authorities under which the 16
United States Armed Forces were operating when 17
the incident occurred; 18
(2) the date, location, and duration of the inci-19
dent and the other parties involved; 20
(3) a description of the United States Armed 21
Forces involved in the incident and the mission of 22
such Armed Forces; 23

(4) the numbers of any combatant casualties 1
and civilian casualties that occurred as a result of 2
the incident; and 3
(5) any other information the President deter-4
mines appropriate. 5
