A BILL
To reform joint duty requirements in the intelligence
community, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Intelligence Commu-4
nity Joint Duty Improvements Act’’. 5
SEC. 2. IMPROVEMENTS RELATING TO INTELLIGENCE COM-6
MUNITY STAFFING, DETAILS, AND ASSIGN-7
MENTS. 8
(a) I
MPROVEMENTS RELATING TO ASSIGNMENTS 9
ANDDETAILS.—Section 102A(f)(3)(A) of the National 10

Security Act of 1947 (50 U.S.C. 3024(f)(3)(A)) is amend-1
ed— 2
(1) in the matter preceding clause (i), by strik-3
ing ‘‘personnel policies’’ and inserting ‘‘binding per-4
sonnel policies’’; 5
(2) by amending clause (i) to read as follows: 6
‘‘(i) require and facilitate assignments and 7
details of personnel to national intelligence cen-8
ters, and between elements of the intelligence 9
community over the course of the careers of 10
such personnel;’’; and 11
(3) by amending clause (v) to read as follows: 12
‘‘(v) require service in more than one ele-13
ment of the intelligence community as a condi-14
tion of promotion to such positions within the 15
intelligence community as the Director shall 16
specify, and take requisite steps to ensure com-17
pliance among elements of the intelligence com-18
munity; and’’. 19
(b) R
EQUIREDSTAFFINGDOCUMENT FOR OFFICE 20
OFDIRECTOR OFNATIONALINTELLIGENCE.— 21
(1) R
EQUIREMENT.—Not later than 120 days 22
after the date of the enactment of this Act, the Di-23
rector of National Intelligence shall establish, and 24
thereafter shall update as necessary, a single docu-25

ment setting forth each position within the Office of 1
the Director of National Intelligence, including any 2
directorate, center, or office within such Office. 3
(2) E
LEMENTS.—The document under para-4
graph (1) shall include, with respect to each position 5
set forth in the document, the following: 6
(A) A description of the position. 7
(B) The directorate, center, office, or other 8
component of the Office of the Director of Na-9
tional Intelligence within which the position is. 10
(C) The element of the intelligence commu-11
nity designated to fill the position, if applicable. 12
(D) The requisite type and level of skills 13
for the position, including any special skills or 14
certifications required. 15
(E) The requisite security clearance level 16
for the position. 17
(F) The paygrade for the position. 18
(G) Any special pay or incentive pay pay-19
able for the position. 20

NTEGRATED REPRESENTATION .—In estab-21
lishing and filling the positions specified in para-22
graph (1), the Director of National Intelligence shall 23
take such steps as may be necessary to ensure the 24
integrated representation of officers and employees 25
