1717 SECTION 1. SHORT TITLE. 3
1818 This Act may be cited as the ‘‘Conservation Innova-4
1919 tion Act of 2023’’. 5
2020 SEC. 2. OFFICE OF CONSERVATION INNOVATION. 6
2121 Section 1242(h) of the Food Security Act of 1985 7
2222 (16 U.S.C. 3842(h)) is amended by adding at the end the 8

2929 ‘‘(A) IN GENERAL.—The Secretary shall 1
3030 establish within the Office of the Chief of the 2
3131 Natural Resources Conservation Service an Of-3
3232 fice of Conservation Innovation (referred to in 4
3333 this paragraph as the ‘Office’) which shall be 5
3434 under the direct supervision of the Chief. 6
3535 ‘‘(B) D
3636 UTIES.—The Office shall— 7
3737 ‘‘(i) provide support to the Chief in 8
3838 meeting the requirements of this sub-9
3939 section; and 10
4040 ‘‘(ii) encourage innovation in con-11
4141 servation practices through— 12
4242 ‘‘(I) revisions of existing con-13
4343 servation practice standards; 14
4444 ‘‘(II) recommendations of interim 15
4545 conservation practice standards; and 16
4646 ‘‘(III) recommendations of new 17
4747 conservation practice standards. 18
4848 ‘‘(C) S
4949 TAFF.—The Chief shall detail to the 19
5050 Office not more than 6 employees of the De-20
5151 partment of Agriculture who are technical spe-21
5252 cialists that possess an understanding of con-22
5353 ventional, organic, and other production tech-23
5454 niques representing— 24
5555 ‘‘(i) agronomy and agroecology; 25

6565 water management, and irrigation engi-7
6666 neering technology; 8
6767 ‘‘(v) agricultural engineering (includ-9
6868 ing animal waste management, energy, and 10
6969 structural measures); and 11
7070 ‘‘(vi) forest ecology. 12

7272 UNDING.—The Secretary shall use fund-13
7373 ing from the annual appropriations for conservation 14
7474 operations of the Natural Resources Conservation 15
7575 Service to carry out this subsection.’’. 16
