AN ACT 
To limit youth offender status in the District of Columbia 
to individuals 18 years of age or younger, to direct 
the Attorney General of the District of Columbia to 
establish and operate a publicly accessible website con-
taining updated statistics on juvenile crime in the Dis-
trict of Columbia, to amend the District of Columbia 
Home Rule Act to prohibit the Council of the District 
of Columbia from enacting changes to existing criminal 
liability sentences, and for other purposes.

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘D. C. Criminal Re-2
forms to Immediately Make Everyone Safe Act of 2024’’ 3
or the ‘‘DC CRIMES Act of 2024’’. 4
SEC. 2. YOUTH OFFENDERS. 5

ORYOUNGER.—Section 2(6) of the Youth Rehabilitation 8
Act of 1985 (sec. 24–901(6), D.C. Official Code) is 9
amended by striking ‘‘24 years of age or younger’’ and 10
inserting ‘‘18 years of age or younger’’. 11

ONFORMINGAMENDMENTS.— 12

EPEAL CONSIDERATION OF INDIVIDUALS 13
18 THROUGH 24 YEARS OF AGE IN STRATEGIC PLAN 14
FOR FACILITIES, TREATMENT, AND SERVICES.—Sec-15
tion 3(a–1) of such Act (sec. 24–902(a–1), D.C. Of-16
ficial Code) is amended by striking paragraph (3). 17

OMMUNITY SERVICE FOR INDIVIDUALS 18
UNDER ORDER OF PROBATION .—Section 4(a)(2) of 19
such Act (sec. 24–903(a)(2), D.C. Official Code) is 20
amended by striking ‘‘15 to 24 years of age’’ and in-21
serting ‘‘15 to 18 years of age15 to 18 years of 22

SEC. 3. ESTABLISHMENT AND OPERATION OF WEBSITE ON 1
DISTRICT OF COLUMBIA JUVENILE CRIME 2

(a) E
STABLISHMENT AND OPERATION.—Subchapter 4
I of chapter 23 of title 16, District of Columbia Official 5
Code, is amended by adding at the end the following new 6
section: 7
‘‘§ 16–2340a. Website of updated statistics on juvenile 8
crime 9
‘‘(a) E
STABLISHMENT AND OPERATION OF 10

EBSITE.—The Attorney General of the District of Co-11
lumbia shall establish and operate a publicly accessible 12
website which contains data on juvenile crime in the Dis-13
trict of Columbia, including each of the following statis-14
tical measures: 15
‘‘(1) The total number of juveniles arrested 16
each year. 17
‘‘(2) The total number and percentage of juve-18
niles arrested each year, broken down by age, race, 19
and sex. 20
‘‘(3) Of the total number of juveniles arrested 21
each year, the total number and percentage arrested 22
for petty crime, including the following crimes: 23
‘‘(A) Vandalism. 24
‘‘(B) Theft. 25
‘‘(C) Shoplifting. 26 4

‘‘(4) Of the total number of juveniles arrested 1
each year, the total number and percentage arrested 2
for crime of violence (as defined in section 23– 3
1331(4)). 4
‘‘(5) Of the total number of juveniles arrested 5
each year, the total number and percentage who 6
were arrested for their first offense. 7
‘‘(6) Of the total number of juveniles arrested 8
each year, the total number and percentage who had 9
been arrested previously. 10
‘‘(7) Of the total number of juveniles arrested 11
each year who had been arrested previously, the 12
total number and percentage of the number of ar-13
rests. 14
‘‘(8) Of the total number of juveniles arrested 15
each year, the declination rate for prosecutions by 16
the Office of the Attorney General for the District 17
of Columbia. 18
‘‘(9) Of the total number of juveniles sentenced 19
each year, the number and percentage who were 20
tried as adults. 21
‘‘(10) Of the total number of juveniles pros-22
ecuted each year, the number and percentage who 23
were not sentenced, who were sentenced to a mis-24
demeanor, and who were sentenced to a felony. 25 5

‘‘(11) Of the total number of juveniles sen-1
tenced each year, the number and percentage of the 2
length of time that will be served in a correctional 3
facility as provided by the sentence. 4
‘‘(b) U
PDATES.—The Attorney General shall update 5
the information contained on the website on a monthly 6
basis. 7
‘‘(c) M
AINTAININGARCHIVE OFINFORMATION.—The 8
Attorney General shall ensure that the information con-9
tained on the website is archived appropriately to provide 10
indefinite public access to historical data of juvenile ar-11
rests and prosecutions. 12
‘‘(d) F
ORMAT.—The Attorney General shall ensure 13
that the information contained in the website, including 14
historical data described in subsection (c), is available in 15
a machine-readable format available for bulk download. 16
‘‘(e) P
ROHIBITINGDISCLOSURE OF PERSONALLY 17

DENTIFIABLEINFORMATION.—In carrying out this sec-18
tion, the Attorney General shall ensure that the website 19
does not include any juvenile’s personally identifiable in-20
formation. 21
‘‘(f) D
EFINITIONS.—In this section— 22
‘‘(1) the term ‘crime’ has the meaning given the 23
term ‘offense’ in section 23–1331(2); and 24 6

‘‘(2) the term ‘juvenile’ has the meaning given 1
the term ‘youth offender’ in section 2(6) of the 2
Youth Rehabilitation Act of 1985 (sec. 24–901(6), 3
D.C. Official Code).’’. 4

ONFORMINGAMENDMENTS RELATING TOAU-5
THORIZEDRELEASE OFINFORMATION.— 6

COURT.—Section 16–2331, District of Columbia Of-8
ficial Code, is amended— 9
(A) by redesignating subsection (i) as sub-10
section (j); and 11
(B) by inserting after subsection (h) the 12
following new subsection: 13
‘‘(i) Notwithstanding subsection (b) of this section, 14
a person shall provide information contained in juvenile 15
case records to the Attorney General for purposes of the 16
website established and operated under section 16– 17
2340a.’’. 18

UVENILE SOCIAL RECORDS OF FAMILY 19
COURT.—Section 16–2332, District of Columbia Of-20
ficial Code, is amended— 21
(A) by redesignating subsection (h) as sub-22
section (i); and 23
(B) by inserting after subsection (g) the 24
following new subsection: 25 7

‘‘(h) Notwithstanding subsection (b) of this section, 1
a person shall provide information contained in juvenile 2
social records to the Attorney General for purposes of the 3
website established and operated under section 16– 4
2340a.’’. 5
(3) P
OLICE AND OTHER LAW ENFORCEMENT 6
RECORDS.—Section 16–2333, District of Columbia 7
Official Code, is amended— 8
(A) by redesignating subsection (g) as sub-9
section (h); and 10
(B) by inserting after subsection (f) the 11
following new subsection: 12
‘‘(g) Notwithstanding subsection (a) of this section, 13
a person shall provide information contained in law en-14
forcement records and files concerning a child to the At-15
torney General for purposes of the website established and 16
operated under section 16–2340a.’’. 17
(c) E
FFECTIVEDATE.—The Attorney General of the 18
District of Columbia shall establish the website under sec-19
tion 16–2341, District of Columbia Official Code, as 20
added by subsection (a), not later than 180 days after the 21
date of the enactment of this Act. 22 8

SEC. 4. PROHIBITING COUNCIL FROM ENACTING CHANGES 1
TO EXISTING CRIMINAL LIABILITY SEN-2
TENCES. 3
Section 602(a) of the District of Columbia Home 4
Rule Act (sec. 1–206.02(a), D.C. Official Code) is amend-5
ed— 6
(1) by striking ‘‘or’’ at the end of paragraph 7
(9); 8
(2) by striking the period at the end of para-9
graph (10) and inserting ‘‘; or’’; and 10
(3) by adding at the end the following new 11
paragraph: 12
‘‘(11) enact any act, resolution, or rule to 13
change any criminal liability sentence in effect on 14
the date of the enactment of the DC CRIMES Act 15
of 2024.’’. 16
