11-SECTION 1. SHORT TITLE. 1
12-This Act may be cited as the ‘‘Improving Law En-2
13-forcement Officer Safety and Wellness Through Data Act 3
14-of 2024’’. 4
15-SEC. 2. FINDINGS. 5
16-Congress finds the following: 6
17-(1) There has been a rise in anti-police rhetoric 7
18-and a corresponding rise in violence against law en-8
19-forcement officers. 9
20-(2) In 2022, a total of 60 police officers were 10
21-feloniously killed in the line of duty. 11
22-(3) Nearly 30 percent of police officer killings 12
23-in 2022 were caused by unprovoked attacks or am-13
24-bushes on officers. 14
25-(4) Law enforcement officers bravely put them-15
26-selves at risk for the betterment of society. 16
27-(5) A data collection that represents the full 17
28-circumstances surrounding violent attacks and am-18
29-bush attacks on law enforcement officers is vital for 19
30-the provision of needed Federal resources to Fed-20
31-eral, State, and local law enforcement officers. 21
32-(6) Police suffer assaults and other offenses 22
33-that do not rise to the level of Law Enforcement Of-23
34-ficers Killed and Assaulted or National Incident- 24
35-Based Reporting System reporting due to the fre-25
36-quency of such incidents, lower risk to officers, and 26 3

38-minimal administrative resources to report such fre-1
39-quent events. 2
40-(7) The mental health of law enforcement offi-3
41-cers has suffered due to overwork, recruitment 4
42-issues, and the general stress of their work. 5
43-(8) The people of the United States will always 6
44-remember the victims of these hateful attacks 7
45-against law enforcement officers and stand in soli-8
46-darity with individuals affected by these senseless 9
47-tragedies and incidents of hate that have affected 10
48-law enforcement communities and their families. 11
49-(9) The United States must demonstrate to its 12
50-brave law enforcement officers that they are impor-13
51-tant, valued, and respected. 14
52-(10) Congress has made a commitment to help-15
53-ing communities protect the lives of their police offi-16
54-cers, as evidenced by the Bulletproof Vest Partner-17
55-ship Grant Program Reauthorization Act of 2015 18
56-(Public Law 114–155; 130 Stat. 389) and other 19
57-laws. 20
58-(11) Subsection (c) of the Uniform Federal 21
59-Crime Reporting Act of 1988 (34 U.S.C. 41303(c)) 22
60-requires the Attorney General to ‘‘acquire, collect, 23
61-classify, and preserve national data on Federal 24
62-criminal offenses as part of the Uniform Crime Re-25 4

64-ports’’ and requires all Federal departments and 1
65-agencies that investigate criminal activity to ‘‘report 2
66-details about crime within their respective jurisdic-3
67-tion to the Attorney General in a uniform matter 4

75-Investigation, the Director of the National Institute of 11
76-Justice, and the Director of the Criminal Justice Informa-12
77-tion Services Division of the Federal Bureau of Investiga-13
78-tion, shall submit to the Committee on the Judiciary of 14
79-the Senate and the Committee on the Judiciary of the 15
80-House of Representatives a report that includes— 16
81-(1) the number of offenders that intentionally 17
82-target law enforcement officers because of their sta-18
83-tus as law enforcement officers; 19
84-(2) the number of incidents reported to the 20
85-Law Enforcement Officers Killed and Assaulted 21
86-Data Collection that occur through the coordinated 22
87-actions of 2 or more parties; 23 5
