310-maintenance of sufficient software, connectivity, 11
311-information technology equipment, computers, 12
312-printers, and related peripheral equipment to en-13
313-sure that such committees are able to commu-14
314-nicate with the intelligence community through 15
315-secure data, voice, and video communications; 16
316-‘‘(B) ensure that such communications en-17
317-abled under subparagraph (A) facilitate commu-18
318-nication at all classification levels; 19
319-‘‘(C) ensure that the requirements specified 20
320-in subparagraph (A) are met in conformity with 21
321-applicable standards for the protection of na-22
322-tional security information; and 23
323-‘‘(D) ensure that any security limitations or 24
324-controls associated with use of capabilities pur-25

334-OVERNANCE.—The Director, in coordina-6
335-tion with specified congressional leaders, shall estab-7
336-lish governance and security policies applicable to the 8
337-connectivity, equipment, and software provided under 9
338-this subsection and shall review and update such poli-10
339-cies periodically, as appropriate, to address counter-11
340-intelligence threats and technological changes. 12
341-‘‘(3) T
342-REATMENT AS CONGRESSIONAL 13
343-RECORDS.—Any data created, stored, or transmitted 14
344-by the congressional intelligence committees through 15
345-networks, equipment, or software provided under 16
346-paragraph (1) is a congressional record and shall not 17
347-be treated as an agency record for purposes of section 18
348-552 of title 5, United States Code, (commonly known 19
349-as the ‘the Freedom of Information Act’) or any other 20
350-law. 21

352-OCUMENTATION OF COST .—The Director 22
353-shall document the funding required to satisfy this 23
354-subsection within each annual budget submission to 24
355-Congress, including any anticipated upgrades or re-25

2246-incentive payment, which shall be payable 7

2250-ployee who completes 2 years of service in 11

2252-ligence Office may receive an incentive pay-13
2253-ment in an amount equal to 10 percent of 14
2254-the base annual pay of the employee if the 15
