44 Resolved, That at any time after adoption of this resolu-
55 tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
66 declare the House resolved into the Committee of the Whole
77 House on the state of the Union for consideration of the bill
88 (H.R. 2799) to make reforms to the capital markets of the
99 United States, and for other purposes. The first reading of
1010 the bill shall be dispensed with. All points of order against
1111 consideration of the bill are waived. General debate shall be
1212 confined to the bill and shall not exceed one hour equally di-
1313 vided and controlled by the chair and ranking minority mem-
1414 ber of the Committee on Financial Services or their respec-
1515 tive designees. After general debate the bill shall be consid-
1616 ered for amendment under the five-minute rule. The amend-
1717 ment in the nature of a substitute recommended by the Com-
1818 mittee on Financial Services now printed in the bill, modified
1919 by the amendment printed in part A of the report of the
2020 Committee on Rules accompanying this resolution, shall be
2121 considered as adopted in the House and in the Committee of 2

2323 the Whole. The bill, as amended, shall be considered as read.
2424 All points of order against provisions in the bill, as amended,
2525 are waived. No further amendment to the bill, as amended,
2626 shall be in order except those printed in part B of the report
2727 of the Committee on Rules. Each such further amendment
2828 may be offered only in the order printed in the report, may
2929 be offered only by a Member designated in the report, shall
3030 be considered as read, shall be debatable for the time speci-
3131 fied in the report equally divided and controlled by the pro-
3232 ponent and an opponent, shall not be subject to amendment,
3333 and shall not be subject to a demand for division of the ques-
3434 tion in the House or in the Committee of the Whole. All
3535 points of order against such further amendments are waived.
3636 At the conclusion of consideration of the bill for amendment
3737 the Committee shall rise and report the bill, as amended, to
3838 the House with such further amendments as may have been
3939 adopted. The previous question shall be considered as ordered
4040 on the bill, as amended, and on any further amendment
4141 thereto to final passage without intervening motion except
4242 one motion to recommit.

4444 EC. 2. Upon adoption of this resolution it shall be in
4545 order to consider in the House the bill (H.R. 7511) to require
4646 the Secretary of Homeland Security to take into custody
4747 aliens who have been charged in the United States with theft,
4848 and for other purposes. All points of order against consider- 3

5050 ation of the bill are waived. The bill shall be considered as
5151 read. All points of order against provisions in the bill are
5252 waived. The previous question shall be considered as ordered
5353 on the bill and on any amendment thereto to final passage

5555 equally divided and controlled by the chair and ranking mi-
5656 nority member of the Committee on the Judiciary or their re-
5757 spective designees; and (2) one motion to recommit.
