4-Resolved, That at any time after adoption of this resolu-
5-tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6-declare the House resolved into the Committee of the Whole
7-House on the state of the Union for consideration of the bill
8-(H.R. 6192) to amend the Energy Policy and Conservation
9-Act to prohibit the Secretary of Energy from prescribing any
10-new or amended energy conservation standard for a product
11-that is not technologically feasible and economically justified,
12-and for other purposes. The first reading of the bill shall be
13-dispensed with. All points of order against consideration of
14-the bill are waived. General debate shall be confined to the
15-bill and shall not exceed one hour equally divided and con-
16-trolled by the chair and ranking minority member of the
17-Committee on Energy and Commerce or their respective des-
18-ignees. After general debate the bill shall be considered for
19-amendment under the five-minute rule. The amendment in
20-the nature of a substitute recommended by the Committee on
21-Energy and Commerce now printed in the bill shall be consid- 2

23-ered as adopted in the House and in the Committee of the
24-Whole. The bill, as amended, shall be considered as the origi-
25-nal bill for the purpose of further amendment under the five-
26-minute rule and shall be considered as read. All points of
27-order against provisions in the bill, as amended, are waived.
28-No further amendment to the bill, as amended, shall be in
29-order except those printed in the report of the Committee on
30-Rules accompanying this resolution. Each such further
31-amendment may be offered only in the order printed in the
32-report, may be offered only by a Member designated in the
33-report, shall be considered as read, shall be debatable for the
34-time specified in the report equally divided and controlled by
35-the proponent and an opponent, shall not be subject to
36-amendment, and shall not be subject to a demand for division
37-of the question in the House or in the Committee of the
38-Whole. All points of order against such further amendments
39-are waived. At the conclusion of consideration of the bill for
40-amendment the Committee shall rise and report the bill, as
41-amended, to the House with such further amendments as
42-may have been adopted. The previous question shall be con-
43-sidered as ordered on the bill, as amended, and on any fur-
