12+A resolution regarding violence against law enforcement
13+officers.
414 Whereas, beginning in 2020, and in conjunction with the
515 ‘‘defund the police’’ movement, respect for the rule of law
616 and law enforcement officials diminished;
717 Whereas this change in attitude has resulted in record death
818 and injury to America’s law enforcement officers at the
919 Federal, State, local, and Tribal level;
1020 Whereas policies implemented at several State and local juris-
1121 dictions have increased the difficulty and added signifi-
1222 cant risks for law enforcement to do their jobs effectively
1323 and safely;
1424 Whereas law enforcement is demanded to handle societal
1525 problems, including a nationwide mental health crisis,

1629 record-setting overdose poisonings due to fentanyl, and
1730 an increase in the homeless population;
1831 Whereas the lack of accountability for violent criminals with
1932 decreased penalties and no-bail policies has opened the
2033 door for record criminal activity in cities across the coun-
2134 try;
2235 Whereas these policies have encouraged the public to aggres-
2336 sively and violently engage with law enforcement;
2437 Whereas law enforcement officers answer every service call,

2739 Whereas law enforcement officers answer every service call,
2840 regardless of the threat to their lives;
2941 Whereas there are currently 23,785 names of law enforce-
3042 ment officers killed in the line of duty inscribed on the
3143 National Law Enforcement Officers Memorial in Wash-
3244 ington, DC;
3345 Whereas the deadliest year on record for law enforcement
3446 was 2021, when 586 law enforcement officers were killed
3547 in the line of duty;
3648 Whereas, in 2022, 224 law enforcement officers were killed
3749 in the line of duty;
3850 Whereas, in 2023, 137 law enforcement officers were killed
3951 in the line of duty;
4052 Whereas 378 law enforcement officers were shot in the line
4153 of duty in 2023, the highest year on record, of which 115
4254 were violent ambush attacks;
4355 Whereas the National Law Enforcement Officers Memorial
4456 Fund anticipates adding at least 151 names to the sacred
4557 walls in the spring of 2024, representing the current and

4661 historical deaths which, to date, have been approved as
4762 line-of-duty deaths;
4863 Whereas the average fallen law enforcement officer is 45
4964 years old;
5065 Whereas the average fallen law enforcement officer has 15
5166 years of service;
5267 Whereas the average fallen law enforcement officer leaves be-
5368 hind 2 children; and
5469 Whereas current data does not show how many law enforce-
5570 ment officers are assaulted, injured, or disabled in the
56-line of duty each year: Now, therefore, be it 3

58-Resolved, That the House of Representatives—
59-(1) condemns calls to defund the police, which has
60-increased violence towards law enforcement officers;
61-(2) recognizes that law enforcement officers must
62-have the equipment, training, and resources necessary to
63-protect the health and safety of the public as well as
64-their fellow law enforcement officers on the job;
65-(3) recognizes the need for better data collection on
66-law enforcement officers who are assaulted, injured, or
67-disabled in the line of duty;
68-(4) acknowledges its responsibility for exemplifying
69-a respect for the rule of law and for the law enforcement
70-officers who protect communities across the Nation;
71-(5) acknowledges the mental stress and strain law
72-enforcement officers suffer not only due to the pressures
73-and realities of the job, but also the negative environ-
74-ment in which they often must work;
75-(6) acknowledges the need to strengthen its rela-
76-tionship with law enforcement to ensure policy decisions
77-are aligned with the realities law enforcement officers
78-face daily; and 4

80-(7) expresses condolences and solemn appreciation
81-to the loved ones of each law enforcement officer who
82-has made the ultimate sacrifice in the line of duty.
