4-Resolved, That at any time after adoption of this resolu-
5-tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6-declare the House resolved into the Committee of the Whole
7-House on the state of the Union for consideration of the bill
8-(H.R. 4763) to provide for a system of regulation of digital
9-assets by the Commodity Futures Trading Commission and
10-the Securities and Exchange Commission, and for other pur-
11-poses. The first reading of the bill shall be dispensed with.
12-All points of order against consideration of the bill are
13-waived. General debate shall be confined to the bill and shall
14-not exceed one hour equally divided and controlled by the
15-chair and ranking minority member of the Committee on Fi-
16-nancial Services or their respective designees. After general
17-debate the bill shall be considered for amendment under the
18-five-minute rule. In lieu of the amendments in the nature of
19-a substitute recommended by the Committees on Agriculture
20-and Financial Services now printed in the bill, an amendment
21-in the nature of a substitute consisting of the text of Rules 2
22-•HRES 1243 EH
23-Committee Print 118–33, modified by the amendment printed
24-in part A of the report of the Committee on Rules accom-
25-panying this resolution, shall be considered as adopted in the
26-House and in the Committee of the Whole. The bill, as
27-amended, shall be considered as the original bill for the pur-
28-pose of further amendment under the five-minute rule and
29-shall be considered as read. All points of order against provi-
30-sions in the bill, as amended, are waived. No further amend-
31-ment to the bill, as amended, shall be in order except those
32-printed in part B of the report of the Committee on Rules.
33-Each such further amendment may be offered only in the
34-order printed in the report, may be offered only by a Member
35-designated in the report, shall be considered as read, shall be
36-debatable for the time specified in the report equally divided
37-and controlled by the proponent and an opponent, shall not
