tion of sanctions on members of the National Communist Party Congress 
of the People’s Republic of China, and for other purposes; providing 
for consideration of the bill (H.R. 8205) to amend the Omnibus Crime 
Control and Safe Streets Act of 1968 to provide that Byrne grant 
funds may be used for public safety report systems, and for other 
purposes; providing for consideration of the bill (H.R. 8790) to expedite 
under the National Environmental Policy Act of 1969 and improve forest 
management activities on National Forest System lands, on public lands 
under the jurisdiction of the Bureau of Land Management, and on 
Tribal lands to return resilience to overgrown, fire-prone forested lands, 
and for other purposes; providing for consideration of the resolution 
(H. Res. 1469) ensuring accountability for key officials in the Biden- 
Harris administration responsible for decisionmaking and execution fail-
ures throughout the withdrawal from Afghanistan; and for other pur-
poses.

Providing for consideration of the bill (H.R. 3334) to provide 
for the imposition of sanctions on members of the Na-

lands, and for other purposes; providing for consideration 
of the resolution (H. Res. 1469) ensuring accountability 
for key officials in the Biden-Harris administration re-
sponsible for decisionmaking and execution failures 
throughout the withdrawal from Afghanistan; and for 
other purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 3334) to provide for the imposition 5
of sanctions on members of the National Communist 6
Party Congress of the People’s Republic of China, and for 7
other purposes. The first reading of the bill shall be dis-8
pensed with. All points of order against consideration of 9
the bill are waived. General debate shall be confined to 10
the bill and shall not exceed one hour equally divided and 11
controlled by the chair and ranking minority member of 12

ignees. After general debate the bill shall be considered 2
for amendment under the five-minute rule. The amend-3
ment in the nature of a substitute recommended by the 4
Committee on Foreign Affairs now printed in the bill, 5
modified by the amendment printed in part A of the report 6
of the Committee on Rules accompanying this resolution, 7
shall be considered as adopted in the House and in the 8
Committee of the Whole. The bill, as amended, shall be 9
considered as the original bill for the purpose of further 10
amendment under the five-minute rule and shall be consid-11
ered as read. All points of order against provisions in the 12
bill, as amended, are waived. No further amendment to 13
the bill, as amended, shall be in order except those printed 14
in part B of the report of the Committee on Rules. Each 15
such further amendment may be offered only in the order 16
printed in the report, may be offered only by a Member 17
designated in the report, shall be considered as read, shall 18
be debatable for the time specified in the report equally 19
divided and controlled by the proponent and an opponent, 20
shall not be subject to amendment, and shall not be sub-21
ject to a demand for division of the question in the House 22
or in the Committee of the Whole. All points of order 23
against such further amendments are waived. At the con-24
clusion of consideration of the bill for amendment the 25

Committee shall rise and report the bill, as amended, to 1
the House with such further amendments as may have 2
been adopted. The previous question shall be considered 3
as ordered on the bill, as amended, and on any further 4
amendment thereto to final passage without intervening 5

in order to consider in the House the bill (H.R. 8205) 8
to amend the Omnibus Crime Control and Safe Streets 9
Act of 1968 to provide that Byrne grant funds may be 10
used for public safety report systems, and for other pur-11
poses. All points of order against consideration of the bill 12
are waived. In lieu of the amendment in the nature of a 13
substitute recommended by the Committee on the Judici-14
ary now printed in the bill, an amendment in the nature 15
of a substitute consisting of the text of Rules Committee 16
Print 118–51 shall be considered as adopted. The bill, as 17
amended, shall be considered as read. All points of order 18
against provisions in the bill, as amended, are waived. The 19
previous question shall be considered as ordered on the 20
bill, as amended, and on any further amendment thereto, 21
to final passage without intervening motion except: (1) one 22

ed by adding at the end the following new paragraph: 13
‘‘(3) DEFINITION.—For purposes of this sub-14
section, ‘non-governmental capacity’ shall mean any 15
capacity except representing the executive branch of 16
the United States government.’’. 17
