4-Resolved, That at any time after adoption of this resolu-
5-tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6-declare the House resolved into the Committee of the Whole
7-House on the state of the Union for consideration of the bill
8-(H.R. 3334) to provide for the imposition of sanctions on
9-members of the National Communist Party Congress of the
10-People’s Republic of China, and for other purposes. The first
11-reading of the bill shall be dispensed with. All points of order
12-against consideration of the bill are waived. General debate
13-shall be confined to the bill and shall not exceed one hour
14-equally divided and controlled by the chair and ranking mi-
15-nority member of the Committee on Foreign Affairs or their
16-respective designees. After general debate the bill shall be
17-considered for amendment under the five-minute rule. The
18-amendment in the nature of a substitute recommended by the
19-Committee on Foreign Affairs now printed in the bill, modi-
20-fied by the amendment printed in part A of the report of the
21-Committee on Rules accompanying this resolution, shall be 2

24-the Whole. The bill, as amended, shall be considered as the

29-be in order except those printed in part B of the report of
30-the Committee on Rules. Each such further amendment may
