tion; which was referred to the House Calendar and ordered to be printed
RESOLUTION
Providing for consideration of the bill (H.R. 115) to amend
chapter 8 of title 5, United States Code, to provide
for en bloc consideration in resolutions of disapproval
for ‘‘midnight rules’’, and for other purposes.’’
Resolved, That upon adoption of this resolution it 1
shall be in order to consider in the House the bill (H.R. 2
115) to amend chapter 8 of title 5, United States Code, 3
to provide for en bloc consideration in resolutions of dis-4
approval for ‘‘midnight rules’’, and for other purposes. All 5
points of order against consideration of the bill are waived. 6

The amendment in the nature of a substitute rec-1
ommended by the Committee on the Judiciary now printed 2
in the bill shall be considered as adopted. The bill, as 3
amended, shall be considered as read. All points of order 4
against provisions in the bill, as amended, are waived. The 5
previous question shall be considered as ordered on the 6
bill, as amended, and on any further amendment thereto 7
to final passage without intervening motion except: (1) one 8
hour of debate equally divided and controlled by the chair 9
and ranking minority member of the Committee on the 10
Judiciary or their respective designees; and (2) one motion 11
to recommit. 12
