4-Resolved, That at any time after adoption of this resolu-
5-tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6-declare the House resolved into the Committee of the Whole
7-House on the state of the Union for consideration of the bill
8-(H.R. 140) to amend title 5, United States Code, to prohibit
9-Federal employees from advocating for censorship of view-
10-points in their official capacity, and for other purposes. The
11-first reading of the bill shall be dispensed with. All points of
12-order against consideration of the bill are waived. General de-
13-bate shall be confined to the bill and shall not exceed one
14-hour equally divided and controlled by the chair and ranking
15-minority member of the Committee on Oversight and Ac-
16-countability or their respective designees. After general de-
17-bate the bill shall be considered for amendment under the
18-five-minute rule. In lieu of the amendment in the nature of
19-a substitute recommended by the Committee on Oversight
20-and Accountability now printed in the bill, it shall be in order
21-to consider as an original bill for the purpose of amendment 2

23-under the five-minute rule an amendment in the nature of a
24-substitute consisting of the text of Rules Committee Print
25-118–1. That amendment in the nature of a substitute shall
26-be considered as read. All points of order against that amend-
27-ment in the nature of a substitute are waived. No amendment
28-to that amendment in the nature of a substitute shall be in
29-order except those printed in the report of the Committee on
30-Rules accompanying this resolution. Each such amendment
31-may be offered only in the order printed in the report, may
32-be offered only by a Member designated in the report, shall
33-be considered as read, shall be debatable for the time speci-
34-fied in the report equally divided and controlled by the pro-
35-ponent and an opponent, shall not be subject to amendment,
36-and shall not be subject to a demand for division of the ques-
37-tion in the House or in the Committee of the Whole. All
38-points of order against such amendments are waived. At the
39-conclusion of consideration of the bill for amendment the
40-Committee shall rise and report the bill to the House with
41-such amendments as may have been adopted. Any Member
42-may demand a separate vote in the House on any amendment
43-adopted in the Committee of the Whole to the bill or to the
44-amendment in the nature of a substitute made in order as
45-original text. The previous question shall be considered as or-
46-dered on the bill and amendments thereto to final passage
47-without intervening motion except one motion to recommit. 3

50-order to consider in the House the joint resolution (H.J. Res.
51-27) providing for congressional disapproval under chapter 8
52-of title 5, United States Code, of the rule submitted by the
53-Department of the Army, Corps of Engineers, Department of
54-Defense and the Environmental Protection Agency relating to
55-‘‘Revised Definition of ‘Waters of the United States’’’. All
56-points of order against consideration of the joint resolution
57-are waived. The joint resolution shall be considered as read.
58-All points of order against provisions in the joint resolution
59-are waived. The previous question shall be considered as or-
60-dered on the joint resolution and on any amendment thereto
61-to final passage without intervening motion except: (1) one
62-hour of debate equally divided and controlled by the chair
63-and ranking minority member of the Committee on Transpor-
64-tation and Infrastructure or their respective designees; and
65-(2) one motion to recommit.
