4-Resolved, That at any time after adoption of this resolu-
5-tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6-declare the House resolved into the Committee of the Whole
7-House on the state of the Union for consideration of the bill
8-(H.R. 5) to ensure the rights of parents are honored and pro-
9-tected in the Nation’s public schools. The first reading of the
10-bill shall be dispensed with. All points of order against con-
11-sideration of the bill are waived. General debate shall be con-
12-fined to the bill and shall not exceed two hours equally di-
13-vided and controlled by the chair and ranking minority mem-
14-ber of the Committee on Education and the Workforce or
15-their respective designees. After general debate the bill shall
16-be considered for amendment under the five-minute rule. In
17-lieu of the amendment in the nature of a substitute rec-
18-ommended by the Committee on Education and the Work-
19-force now printed in the bill, it shall be in order to consider
20-as an original bill for the purpose of amendment under the
21-five-minute rule an amendment in the nature of a substitute 2

23-consisting of the text of Rules Committee Print 118–2. That
24-amendment in the nature of a substitute shall be considered
25-as read. All points of order against that amendment in the
26-nature of a substitute are waived. No amendment to that
27-amendment in the nature of a substitute shall be in order ex-
28-cept those printed in the report of the Committee on Rules
29-accompanying this resolution. Each such amendment may be
30-offered only in the order printed in the report, may be offered
31-only by a Member designated in the report, shall be consid-
32-ered as read, shall be debatable for the time specified in the
33-report equally divided and controlled by the proponent and an
34-opponent, shall not be subject to amendment, and shall not
35-be subject to a demand for division of the question in the
36-House or in the Committee of the Whole. All points of order
37-against such amendments are waived. At the conclusion of
38-consideration of the bill for amendment the Committee shall
39-rise and report the bill to the House with such amendments
40-as may have been adopted. Any Member may demand a sepa-
41-rate vote in the House on any amendment adopted in the
42-Committee of the Whole to the bill or to the amendment in
43-the nature of a substitute made in order as original text. The
44-previous question shall be considered as ordered on the bill 3

46-and amendments thereto to final passage without intervening
47-motion except one motion to recommit.
