to amend title 5, United States Code, to clarify the nature of judicial 
review of agency interpretations of statutory and regulatory provisions; 
providing for consideration of the bill (H.R. 1615) to prohibit the use 
of Federal funds to ban gas stoves; and providing for consideration 
of the bill (H.R. 1640) to prohibit the Secretary of Energy from final-
izing, implementing, or enforcing the proposed rule titled ‘‘Energy Con-
servation Program: Energy Conservation Standards for Consumer Con-
ventional Cooking Products’’, and for other purposes.

Providing for consideration of the bill (H.R. 277) to amend 
chapter 8 of title 5, United States Code, to provide 
that major rules of the executive branch shall have no 
force or effect unless a joint resolution of approval is 
enacted into law; providing for consideration of the bill 
(H.R. 288) to amend title 5, United States Code, to

clarify the nature of judicial review of agency interpreta-
tions of statutory and regulatory provisions; providing 
for consideration of the bill (H.R. 1615) to prohibit 
the use of Federal funds to ban gas stoves; and providing 
for consideration of the bill (H.R. 1640) to prohibit 
the Secretary of Energy from finalizing, implementing, 
or enforcing the proposed rule titled ‘‘Energy Conserva-
tion Program: Energy Conservation Standards for Con-
sumer Conventional Cooking Products’’, and for other 
purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 277) to amend chapter 8 of title 5
5, United States Code, to provide that major rules of the 6
executive branch shall have no force or effect unless a joint 7
resolution of approval is enacted into law. The first read-8
ing of the bill shall be dispensed with. All points of order 9
against consideration of the bill are waived. General de-10
bate shall be confined to the bill and shall not exceed one 11
hour equally divided and controlled by the chair and rank-12
ing minority member of the Committee on the Judiciary 13
or their respective designees. After general debate the bill 14
shall be considered for amendment under the five-minute 15
rule. In lieu of the amendment in the nature of a sub-16
stitute recommended by the Committee on the Judiciary 17

now printed in the bill, an amendment in the nature of 1
a substitute consisting of the text of Rules Committee 2
Print 118-6 shall be considered as adopted in the House 3
and in the Committee of the Whole. The bill, as amended, 4
shall be considered as the original bill for the purpose of 5
further amendment under the five-minute rule and shall 6
be considered as read. All points of order against provi-7
sions in the bill, as amended, are waived. No further 8
amendment to the bill, as amended, shall be in order ex-9
cept those printed in part A of the report of the Com-10
mittee on Rules accompanying this resolution. Each such 11
further amendment may be offered only in the order print-12
ed in the report, may be offered only by a Member des-13
ignated in the report, shall be considered as read, shall 14
be debatable for the time specified in the report equally 15
divided and controlled by the proponent and an opponent, 16
shall not be subject to amendment, and shall not be sub-17
ject to a demand for division of the question in the House 18
or in the Committee of the Whole. All points of order 19
against such further amendments are waived. At the con-20
clusion of consideration of the bill for amendment the 21
Committee shall rise and report the bill, as amended, to 22
the House with such further amendments as may have 23
been adopted. The previous question shall be considered 24
as ordered on the bill, as amended, and on any further 25

EC. 2. Upon adoption of this resolution it shall be 3
in order to consider in the House the bill (H.R. 288) to 4
amend title 5, United States Code, to clarify the nature 5
of judicial review of agency interpretations of statutory 6
and regulatory provisions. All points of order against con-7
sideration of the bill are waived. In lieu of the amendment 8
in the nature of a substitute recommended by the Com-9
mittee on the Judiciary now printed in the bill, an amend-10
ment in the nature of a substitute consisting of the text 11
of Rules Committee Print 118-7 shall be considered as 12
adopted. The bill, as amended, shall be considered as read. 13
All points of order against provisions in the bill, as amend-14
ed, are waived. The previous question shall be considered 15
as ordered on the bill, as amended, and on any further 16
amendment thereto, to final passage without intervening 17
motion except: (1) one hour of debate equally divided and 18
controlled by the chair and ranking minority member of 19
the Committee on the Judiciary or their respective des-20
ignees; (2) the further amendment printed in part B of 21
the report of the Committee on Rules accompanying this 22
resolution, if offered by the Member designated in the re-23
