for congressional disapproval under chapter 8 of title 5, United States 
Code, of the rule submitted by the Bureau of Alcohol, Tobacco, Firearms, 
and Explosives relating to ‘‘Factoring Criteria for Firearms with At-
tached ‘stabilizing braces’ ’’; providing for consideration of the bill (H.R. 
277) to amend chapter 8 of title 5, United States Code, to provide 
that major rules of the executive branch shall have no force or effect 
unless a joint resolution of approval is enacted into law; providing for 
consideration of the bill (H.R. 288) to amend title 5, United States 
Code, to clarify the nature of judicial review of agency interpretations 
of statutory and regulatory provisions; providing for consideration of 
the bill (H.R. 1615) to prohibit the use of Federal funds to ban gas 
stoves; and providing for consideration of the bill (H.R. 1640) to prohibit 
the Secretary of Energy from finalizing, implementing, or enforcing the 
proposed rule titled ‘‘Energy Conservation Program: Energy Conservation 
Standards for Consumer Conventional Cooking Products’’, and for other 
purposes.

Providing for consideration of the joint resolution (H.J. Res. 
44) providing for congressional disapproval under chap-

sives relating to ‘‘Factoring Criteria for Firearms with 
Attached ‘stabilizing braces’’’; providing for consider-
ation of the bill (H.R. 277) to amend chapter 8 of 
title 5, United States Code, to provide that major rules 
of the executive branch shall have no force or effect 
unless a joint resolution of approval is enacted into law; 
providing for consideration of the bill (H.R. 288) to 
amend title 5, United States Code, to clarify the nature 
of judicial review of agency interpretations of statutory 
and regulatory provisions; providing for consideration of 
the bill (H.R. 1615) to prohibit the use of Federal funds 
to ban gas stoves; and providing for consideration of 
the bill (H.R. 1640) to prohibit the Secretary of Energy 
from finalizing, implementing, or enforcing the proposed 
rule titled ‘‘Energy Conservation Program: Energy Con-
servation Standards for Consumer Conventional Cooking 
Products’’, and for other purposes. 
Resolved, That upon adoption of this resolution it 1
shall be in order to consider in the House the joint resolu-2
tion (H.J. Res. 44) providing for congressional dis-3
approval under chapter 8 of title 5, United States Code, 4
of the rule submitted by the Bureau of Alcohol, Tobacco, 5
Firearms, and Explosives relating to ‘‘Factoring Criteria 6
for Firearms with Attached ‘Stabilizing Braces’’’. All 7
points of order against consideration of the joint resolu-8
tion are waived. The joint resolution shall be considered 9
as read. All points of order against provisions in the joint 10
resolution are waived. The previous question shall be con-11

EC. 2. At any time after adoption of this resolution 7
the Speaker may, pursuant to clause 2(b) of rule XVIII, 8
declare the House resolved into the Committee of the 9
Whole House on the state of the Union for consideration 10
of the bill (H.R. 277) to amend chapter 8 of title 5, United 11
States Code, to provide that major rules of the executive 12
branch shall have no force or effect unless a joint resolu-13
tion of approval is enacted into law. The first reading of 14
the bill shall be dispensed with. All points of order against 15
consideration of the bill are waived. General debate shall 16
be confined to the bill and shall not exceed one hour equal-17
ly divided and controlled by the chair and ranking minor-18
ity member of the Committee on the Judiciary or their 19
respective designees. After general debate the bill shall be 20
considered for amendment under the five-minute rule. In 21
lieu of the amendment in the nature of a substitute rec-22
ommended by the Committee on the Judiciary now printed 23
in the bill, an amendment in the nature of a substitute 24
consisting of the text of Rules Committee Print 118-6 25

shall be considered as adopted in the House and in the 1
Committee of the Whole. The bill, as amended, shall be 2
considered as the original bill for the purpose of further 3
amendment under the five-minute rule and shall be consid-4
ered as read. All points of order against provisions in the 5
bill, as amended, are waived. No further amendment to 6
the bill, as amended, shall be in order except those printed 7
in part A of the report of the Committee on Rules accom-8
panying this resolution. Each such further amendment 9
may be offered only in the order printed in the report, 10

SEC. 3. Upon adoption of this resolution it shall be 1

mittee on the Judiciary now printed in the bill, an amend-8
ment in the nature of a substitute consisting of the text 9
of Rules Committee Print 118-7 shall be considered as 10
adopted. The bill, as amended, shall be considered as read. 11
All points of order against provisions in the bill, as amend-12
ed, are waived. The previous question shall be considered 13
as ordered on the bill, as amended, and on any further 14
amendment thereto, to final passage without intervening 15
