44 Resolved, That upon adoption of this resolution it shall
55 be in order to consider in the House the joint resolution
66 (H.J. Res. 44) providing for congressional disapproval under
77 chapter 8 of title 5, United States Code, of the rule sub-
88 mitted by the Bureau of Alcohol, Tobacco, Firearms, and Ex-
99 plosives relating to ‘‘Factoring Criteria for Firearms with At-
1010 tached ‘Stabilizing Braces’’’. All points of order against con-
1111 sideration of the joint resolution are waived. The joint resolu-
1212 tion shall be considered as read. All points of order against
1313 provisions in the joint resolution are waived. The previous
1414 question shall be considered as ordered on the joint resolution
1515 and on any amendment thereto to final passage without in-
1616 tervening motion except: (1) one hour of debate equally di-
1717 vided and controlled by the chair and ranking minority mem-
1818 ber of the Committee on the Judiciary or their respective des-
1919 ignees; and (2) one motion to recommit.

2121 EC. 2. At any time after adoption of this resolution the
2222 Speaker may, pursuant to clause 2(b) of rule XVIII, declare 2

2424 the House resolved into the Committee of the Whole House
2525 on the state of the Union for consideration of the bill (H.R.
2626 277) to amend chapter 8 of title 5, United States Code, to
2727 provide that major rules of the executive branch shall have
2828 no force or effect unless a joint resolution of approval is en-
2929 acted into law. The first reading of the bill shall be dispensed
3030 with. All points of order against consideration of the bill are
3131 waived. General debate shall be confined to the bill and shall
3232 not exceed one hour equally divided and controlled by the
3333 chair and ranking minority member of the Committee on the
3434 Judiciary or their respective designees. After general debate
3535 the bill shall be considered for amendment under the five-
3636 minute rule. In lieu of the amendment in the nature of a sub-
3737 stitute recommended by the Committee on the Judiciary now
3838 printed in the bill, an amendment in the nature of a sub-
3939 stitute consisting of the text of Rules Committee Print 118–
4040 6 shall be considered as adopted in the House and in the
4141 Committee of the Whole. The bill, as amended, shall be con-
