RESOLUTION 
Providing for consideration of the bill (H.R. 1435) to amend 
the Clean Air Act to prevent the elimination of the 
sale of internal combustion engines, and providing for 
consideration of the bill (H.R. 4365) making appropria-
tions for the Department of Defense for the fiscal year 
ending September 30, 2024, and for other purposes. 
Resolved, That upon adoption of this resolution it 1
shall be in order to consider in the House the bill (H.R. 2
1435) to amend the Clean Air Act to prevent the elimi-3

nation of the sale of internal combustion engines. All 1
points of order against consideration of the bill are waived. 2
The bill shall be considered as read. All points of order 3
against provisions in the bill are waived. The previous 4
question shall be considered as ordered on the bill and on 5
any amendment thereto to final passage without inter-6
vening motion except: (1) one hour of debate equally di-7
vided and controlled by the chair and ranking minority 8
member of the Committee on Energy and Commerce or 9
their respective designees; and (2) one motion to recom-10
mit. 11

EC. 2. At any time after adoption of this resolution 12
the Speaker may, pursuant to clause 2(b) of rule XVIII, 13
declare the House resolved into the Committee of the 14
Whole House on the state of the Union for consideration 15
of the bill (H.R. 4365) making appropriations for the De-16
partment of Defense for the fiscal year ending September 17
30, 2024, and for other purposes. The first reading of the 18
bill shall be dispensed with. All points of order against 19
consideration of the bill are waived. General debate shall 20
be confined to the bill and shall not exceed one hour equal-21
ly divided and controlled by the chair and ranking minor-22
ity member of the Committee on Appropriations or their 23
respective designees. After general debate the bill shall be 24
considered for amendment under the five-minute rule. The 25

bill shall be considered as read. All points of order against 1

EC. 3. (a) No amendment to the bill shall be in order 3
except those printed in the report of the Committee on 4
Rules accompanying this resolution, amendments en bloc 5
described in section 4 of this resolution, and pro forma 6
amendments described in section 5 of this resolution. 7
(b) Each amendment printed in the report of the 8
Committee on Rules shall be considered only in the order 9
printed in the report, may be offered only by a Member 10
designated in the report, shall be considered as read, shall 11
be debatable for the time specified in the report equally 12
divided and controlled by the proponent and an opponent, 13
shall not be subject to amendment except as provided by 14
section 5 of this resolution, and shall not be subject to 15
a demand for division of the question in the House or in 16
the Committee of the Whole. 17
(c) All points of order against amendments printed 18
in the report of the Committee on Rules or against amend-19
ments en bloc described in section 4 of this resolution are 20
waived. 21

EC. 4. It shall be in order at any time for the chair 22
of the Committee on Appropriations or her designee to 23
offer amendments en bloc consisting of amendments print-24
ed in the report of the Committee on Rules accompanying 25

this resolution not earlier disposed of. Amendments en 1
bloc offered pursuant to this section shall be considered 2
as read, shall be debatable for 20 minutes equally divided 3
and controlled by the chair and ranking minority member 4
of the Committee on Appropriations or their respective 5
designees, shall not be subject to amendment except as 6
provided by section 5 of this resolution, and shall not be 7
subject to a demand for division of the question in the 8
House or in the Committee of the Whole. 9

EC. 5. During consideration of the bill for amend-10
ment, the chair and ranking minority member of the Com-11
mittee on Appropriations or their respective designees may 12
offer up to 10 pro forma amendments each at any point 13
for the purpose of debate. 14

EC. 6. At the conclusion of consideration of the bill 15
for amendment the Committee shall rise and report the 16
bill to the House with such amendments as may have been 17
adopted. The previous question shall be considered as or-18
dered on the bill and amendments thereto to final passage 19
without intervening motion except one motion to recom-20
mit. 21
