44 Resolved, That at any time after adoption of this resolu-
55 tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
66 declare the House resolved into the Committee of the Whole
77 House on the state of the Union for consideration of the bill
88 (H.R. 4394) making appropriations for energy and water de-
99 velopment and related agencies for the fiscal year ending Sep-
1010 tember 30, 2024, and for other purposes. The first reading
1111 of the bill shall be dispensed with. All points of order against
1212 consideration of the bill are waived. General debate shall be
1313 confined to the bill and shall not exceed one hour equally di-
1414 vided and controlled by the chair and ranking minority mem-
1515 ber of the Committee on Appropriations or their respective
1616 designees. After general debate the bill shall be considered for
1717 amendment under the five-minute rule. The amendment
1818 printed in part A of the report of the Committee on Rules
1919 accompanying this resolution shall be considered as adopted
2020 in the House and in the Committee of the Whole. The bill, 2

2222 as amended, shall be considered as read. All points of order
2323 against provisions in the bill, as amended, are waived.

2525 EC. 2. (a) No further amendment to H.R. 4394, as
2626 amended, shall be in order except those printed in part B of
2727 the report of the Committee on Rules accompanying this res-
2828 olution, amendments en bloc described in section 3 of this
2929 resolution, and pro forma amendments described in section 4
3030 of this resolution.
3131 (b) Each further amendment printed in part B of the re-
3232 port of the Committee on Rules shall be considered only in
3333 the order printed in the report, may be offered only by a
3434 Member designated in the report, shall be considered as read,
3535 shall be debatable for the time specified in the report equally
3636 divided and controlled by the proponent and an opponent,
3737 shall not be subject to amendment except as provided by sec-
3838 tion 4 of this resolution, and shall not be subject to a demand
3939 for division of the question in the House or in the Committee
4040 of the Whole.
4141 (c) All points of order against further amendments
4242 printed in part B of the report of the Committee on Rules
4343 or against amendments en bloc described in section 3 of this
4444 resolution are waived.

4646 EC. 3. It shall be in order at any time for the chair of
4747 the Committee on Appropriations or her designee to offer
4848 amendments en bloc consisting of further amendments print- 3

5151 panying this resolution not earlier disposed of. Amendments
5252 en bloc offered pursuant to this section shall be considered
5353 as read, shall be debatable for 20 minutes equally divided and

5555 Committee on Appropriations or their respective designees,
5656 shall not be subject to amendment except as provided by sec-
5757 tion 4 of this resolution, and shall not be subject to a demand
5858 for division of the question in the House or in the Committee
5959 of the Whole.

6161 EC. 4. During consideration of H.R. 4394 for amend-
6262 ment, the chair and ranking minority member of the Com-
6363 mittee on Appropriations or their respective designees may
6464 offer up to 10 pro forma amendments each at any point for
6565 the purpose of debate.

6767 EC. 5. At the conclusion of consideration of H.R. 4394
6868 for amendment the Committee shall rise and report the bill,
6969 as amended, to the House with such further amendments as
7070 may have been adopted. The previous question shall be con-
7171 sidered as ordered on the bill, as amended, and on any fur-
7272 ther amendment thereto to final passage without intervening
7373 motion except one motion to recommit.

7575 EC. 6. Upon adoption of this resolution it shall be in
7676 order to consider in the House the bill (H.R. 4364) making
7777 appropriations for the Legislative Branch for the fiscal year 4

7979 ending September 30, 2024, and for other purposes. All
8080 points of order against consideration of the bill are waived.
8181 The amendment printed in part C of the report of the Com-
8282 mittee on Rules accompanying this resolution shall be consid-
8383 ered as adopted. The bill, as amended, shall be considered as
8484 read. All points of order against provisions in the bill, as
8585 amended, are waived. The previous question shall be consid-
8686 ered as ordered on the bill, as amended, and on any further
8787 amendment thereto, to final passage without intervening mo-
8888 tion except: (1) one hour of debate equally divided and con-
8989 trolled by the chair and ranking minority member of the
9090 Committee on Appropriations or their respective designees;
