4	4	Resolved, That at any time after adoption of this resolu-
5	5	tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6	6	declare the House resolved into the Committee of the Whole
7	7	House on the state of the Union for consideration of the bill
8	8	(H.R. 4394) making appropriations for energy and water de-
9	9	velopment and related agencies for the fiscal year ending Sep-
10	10	tember 30, 2024, and for other purposes. The first reading
11	11	of the bill shall be dispensed with. All points of order against
12	12	consideration of the bill are waived. General debate shall be
13	13	confined to the bill and shall not exceed one hour equally di-
14	14	vided and controlled by the chair and ranking minority mem-
15	15	ber of the Committee on Appropriations or their respective
16	16	designees. After general debate the bill shall be considered for
17	17	amendment under the five-minute rule. The amendment
18	18	printed in part A of the report of the Committee on Rules
19	19	accompanying this resolution shall be considered as adopted
20	20	in the House and in the Committee of the Whole. The bill, 2

23	23	against provisions in the bill, as amended, are waived.

25	25	EC. 2. (a) No further amendment to H.R. 4394, as
26	26	amended, shall be in order except those printed in part B of
27	27	the report of the Committee on Rules accompanying this res-
28	28	olution, amendments en bloc described in section 3 of this
29	29	resolution, and pro forma amendments described in section 4
30	30	of this resolution.
31	31	(b) Each further amendment printed in part B of the re-
32	32	port of the Committee on Rules shall be considered only in
33	33	the order printed in the report, may be offered only by a
34	34	Member designated in the report, shall be considered as read,
35	35	shall be debatable for the time specified in the report equally
36	36	divided and controlled by the proponent and an opponent,
37	37	shall not be subject to amendment except as provided by sec-
38	38	tion 4 of this resolution, and shall not be subject to a demand
39	39	for division of the question in the House or in the Committee
40	40	of the Whole.
41	41	(c) All points of order against further amendments
42	42	printed in part B of the report of the Committee on Rules
43	43	or against amendments en bloc described in section 3 of this
44	44	resolution are waived.

46	46	EC. 3. It shall be in order at any time for the chair of
47	47	the Committee on Appropriations or her designee to offer
48	48	amendments en bloc consisting of further amendments print- 3

50	50	ed in part B of the report of the Committee on Rules accom-
51	51	panying this resolution not earlier disposed of. Amendments
52	52	en bloc offered pursuant to this section shall be considered
53	53	as read, shall be debatable for 20 minutes equally divided and
54	54	controlled by the chair and ranking minority member of the
55	55	Committee on Appropriations or their respective designees,
56	56	shall not be subject to amendment except as provided by sec-
57	57	tion 4 of this resolution, and shall not be subject to a demand
58	58	for division of the question in the House or in the Committee
59	59	of the Whole.

61	61	EC. 4. During consideration of H.R. 4394 for amend-
62	62	ment, the chair and ranking minority member of the Com-
63	63	mittee on Appropriations or their respective designees may
64	64	offer up to 10 pro forma amendments each at any point for
65	65	the purpose of debate.

67	67	EC. 5. At the conclusion of consideration of H.R. 4394
68	68	for amendment the Committee shall rise and report the bill,
69	69	as amended, to the House with such further amendments as
70	70	may have been adopted. The previous question shall be con-
71	71	sidered as ordered on the bill, as amended, and on any fur-
72	72	ther amendment thereto to final passage without intervening
73	73	motion except one motion to recommit.

75	75	EC. 6. Upon adoption of this resolution it shall be in
76	76	order to consider in the House the bill (H.R. 4364) making
77	77	appropriations for the Legislative Branch for the fiscal year 4
78	78	•HRES 756 EH
79	79	ending September 30, 2024, and for other purposes. All
80	80	points of order against consideration of the bill are waived.
81	81	The amendment printed in part C of the report of the Com-
82	82	mittee on Rules accompanying this resolution shall be consid-
83	83	ered as adopted. The bill, as amended, shall be considered as
84	84	read. All points of order against provisions in the bill, as
85	85	amended, are waived. The previous question shall be consid-
86	86	ered as ordered on the bill, as amended, and on any further
87	87	amendment thereto, to final passage without intervening mo-
88	88	tion except: (1) one hour of debate equally divided and con-
89	89	trolled by the chair and ranking minority member of the
90	90	Committee on Appropriations or their respective designees;
91	91	and (2) one motion to recommit.
