tion; which was referred to the House Calendar and ordered to be printed 
RESOLUTION 
Providing for consideration of the bill (H.R. 4821) making 
appropriations for the Department of the Interior, envi-
ronment, and related agencies for the fiscal year ending 
September 30, 2024, and for other purposes; providing 
for consideration of the bill (H.R. 4820) making appro-
priations for the Departments of Transportation, and 
Housing and Urban Development, and related agencies

for the fiscal year ending September 30, 2024, and for 
other purposes; and providing for consideration of the 
bill (H.R. 6126) making emergency supplemental appro-
priations to respond to the attacks in Israel for the 
fiscal year ending September 30, 2024, and for other 
purposes. 
Resolved, That at any time after adoption of this reso-1
lution the Speaker may, pursuant to clause 2(b) of rule 2
XVIII, declare the House resolved into the Committee of 3
the Whole House on the state of the Union for consider-4
ation of the bill (H.R. 4821) making appropriations for 5
the Department of the Interior, environment, and related 6
agencies for the fiscal year ending September 30, 2024, 7
and for other purposes. The first reading of the bill shall 8
be dispensed with. All points of order against consider-9
ation of the bill are waived. General debate shall be con-10
fined to the bill and shall not exceed one hour equally di-11
vided and controlled by the chair and ranking minority 12
member of the Committee on Appropriations or their re-13
spective designees. After general debate the bill shall be 14
considered for amendment under the five-minute rule. The 15
bill shall be considered as read. All points of order against 16
provisions in the bill are waived. 17

EC. 2. (a) No amendment to H.R. 4821 shall be in 18
order except those printed in part A of the report of the 19
Committee on Rules accompanying this resolution, amend-20

(b) Each amendment printed in part A of the report 4
of the Committee on Rules shall be considered only in the 5
order printed in the report, may be offered only by a Mem-6
ber designated in the report, shall be considered as read, 7
shall be debatable for the time specified in the report 8
equally divided and controlled by the proponent and an 9
opponent, shall not be subject to amendment except as 10
provided by section 4 of this resolution, and shall not be 11
subject to a demand for division of the question in the 12
House or in the Committee of the Whole. 13
(c) All points of order against amendments printed 14
in part A of the report of the Committee on Rules or 15
against amendments en bloc described in section 3 of this 16
resolution are waived. 17

EC. 3. It shall be in order at any time for the chair 18
of the Committee on Appropriations or her designee to 19
offer amendments en bloc consisting of amendments print-20
ed in part A of the report of the Committee on Rules ac-21
companying this resolution not earlier disposed of. Amend-22
ments en bloc offered pursuant to this section shall be con-23
sidered as read, shall be debatable for 20 minutes equally 24
divided and controlled by the chair and ranking minority 25

EC. 4. During consideration of H.R. 4821 for 6
amendment, the chair and ranking minority member of 7
the Committee on Appropriations or their respective des-8
ignees may offer up to 10 pro forma amendments each 9
at any point for the purpose of debate. 10

EC. 5. At the conclusion of consideration of H.R. 11
4821 for amendment the Committee shall rise and report 12
the bill to the House with such amendments as may have 13
been adopted. The previous question shall be considered 14
as ordered on the bill and amendments thereto to final 15
passage without intervening motion except one motion to 16
recommit. 17
