4-Resolved, That at any time after adoption of this resolu-
5-tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6-declare the House resolved into the Committee of the Whole
7-House on the state of the Union for consideration of the bill
8-(H.R. 5894) making appropriations for the Departments of
9-Labor, Health and Human Services, and Education, and re-
10-lated agencies for the fiscal year ending September 30, 2024,
11-and for other purposes. The first reading of the bill shall be
12-dispensed with. All points of order against consideration of
13-the bill are waived. General debate shall be confined to the
14-bill and shall not exceed one hour equally divided and con-
15-trolled by the chair and ranking minority member of the
16-Committee on Appropriations or their respective designees.
17-After general debate the bill shall be considered for amend-
18-ment under the five-minute rule. An amendment in the na-
19-ture of a substitute consisting of the text of Rules Committee
20-Print 118–13, modified by the amendment printed in part A
21-of the report of the Committee on Rules accompanying this 2
22-•HRES 864 EH
23-resolution, shall be considered as adopted in the House and
24-in the Committee of the Whole. The bill, as amended, shall
25-be considered as the original bill for the purpose of further
26-amendment under the five-minute rule and shall be consid-
27-ered as read. All points of order against provisions in the bill,

30-EC. 2. (a) No further amendment to H.R. 5894, as
31-amended, shall be in order except those printed in part B of
32-the report of the Committee on Rules accompanying this res-
33-olution, amendments en bloc described in section 3 of this
34-resolution, and pro forma amendments described in section 4
35-of this resolution.
36-(b) Each further amendment printed in part B of the re-
37-port of the Committee on Rules shall be considered only in
38-the order printed in the report, may be offered only by a
39-Member designated in the report, shall be considered as read,
40-shall be debatable for the time specified in the report equally
41-divided and controlled by the proponent and an opponent,
42-shall not be subject to amendment except as provided by sec-
43-tion 4 of this resolution, and shall not be subject to a demand
44-for division of the question in the House or in the Committee
45-of the Whole.
