4	4	Resolved, That at any time after adoption of this resolu-
5	5	tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6	6	declare the House resolved into the Committee of the Whole
7	7	House on the state of the Union for consideration of the bill
8	8	(H.R. 5283) to prohibit the use of Federal funds to provide
9	9	housing to specified aliens on any land under the administra-
10	10	tive jurisdiction of the Federal land management agencies.
11	11	The first reading of the bill shall be dispensed with. All
12	12	points of order against consideration of the bill are waived.
13	13	General debate shall be confined to the bill and shall not ex-
14	14	ceed one hour equally divided and controlled by the chair and
15	15	ranking minority member of the Committee on Natural Re-
16	16	sources or their respective designees. After general debate the
17	17	bill shall be considered for amendment under the five-minute
18	18	rule. In lieu of the amendment in the nature of a substitute
19	19	recommended by the Committee on Natural Resources now
20	20	printed in the bill, an amendment in the nature of a sub-
21	21	stitute consisting of the text of Rules Committee Print 118– 2

23	23	15 shall be considered as adopted in the House and in the
24	24	Committee of the Whole. The bill, as amended, shall be con-
25	25	sidered as the original bill for the purpose of further amend-
26	26	ment under the five-minute rule and shall be considered as
27	27	read. All points of order against provisions in the bill, as
28	28	amended, are waived. No further amendment to the bill, as
29	29	amended, shall be in order except those printed in part A of
30	30	the report of the Committee on Rules accompanying this res-
31	31	olution. Each such further amendment may be offered only
32	32	in the order printed in the report, may be offered only by a
33	33	Member designated in the report, shall be considered as read,
34	34	shall be debatable for the time specified in the report equally
35	35	divided and controlled by the proponent and an opponent,
36	36	shall not be subject to amendment, and shall not be subject
37	37	to a demand for division of the question in the House or in
38	38	the Committee of the Whole. All points of order against such
39	39	further amendments are waived. At the conclusion of consid-
40	40	eration of the bill for amendment the Committee shall rise
41	41	and report the bill, as amended, to the House with such fur-
42	42	ther amendments as may have been adopted. The previous
43	43	question shall be considered as ordered on the bill, as amend-
44	44	ed, and on any further amendment thereto to final passage
45	45	without intervening motion except one motion to recommit.

48	48	Speaker may, pursuant to clause 2(b) of rule XVIII, declare 3

51	51	on the state of the Union for consideration of the bill (H.R.
52	52	5961) to freeze certain Iranian funds involved in the 2023
53	53	hostage deal between the United States and Iran, and for
54	54	other purposes. The first reading of the bill shall be dis-
55	55	pensed with. All points of order against consideration of the
56	56	bill are waived. General debate shall be confined to the bill
57	57	and shall not exceed one hour equally divided and controlled
58	58	by the chair and ranking minority member of the Committee
59	59	on Foreign Affairs or their respective designees. After general
60	60	debate the bill shall be considered for amendment under the
61	61	five-minute rule. In lieu of the amendment recommended by
62	62	the Committee on Foreign Affairs now printed in the bill, an
63	63	amendment in the nature of a substitute consisting of the
64	64	text of Rules Committee Print 118–14, modified by the
65	65	amendment printed in part B of the report of the Committee
66	66	on Rules accompanying this resolution, shall be considered as
67	67	adopted in the House and in the Committee of the Whole.
68	68	The bill, as amended, shall be considered as the original bill
69	69	for the purpose of further amendment under the five-minute
70	70	rule and shall be considered as read. All points of order

92	92	order to consider in the House the joint resolution (S. J. Res.
93	93	32) providing for congressional disapproval under chapter 8
94	94	of title 5, United States Code, of the rule submitted by the
95	95	Bureau of Consumer Financial Protection relating to ‘‘Small
96	96	Business Lending Under the Equal Credit Opportunity Act
97	97	(Regulation B)’’. All points of order against consideration of
98	98	the joint resolution are waived. The joint resolution shall be
99	99	considered as read. All points of order against provisions in
100	100	the joint resolution are waived. The previous question shall
101	101	be considered as ordered on the joint resolution and on any 5

103	103	amendment thereto to final passage without intervening mo-
104	104	tion except: (1) one hour of debate equally divided and con-
105	105	trolled by the chair and ranking minority member of the
