4-Resolved, That at any time after adoption of this resolu-
5-tion the Speaker may, pursuant to clause 2(b) of rule XVIII,
6-declare the House resolved into the Committee of the Whole
7-House on the state of the Union for consideration of the bill
8-(H.R. 185) to terminate the requirement imposed by the Di-
9-rector of the Centers for Disease Control and Prevention for
10-proof of COVID–19 vaccination for foreign travelers, and for
11-other purposes. The first reading of the bill shall be dis-
12-pensed with. All points of order against consideration of the
13-bill are waived. General debate shall be confined to the bill
14-and shall not exceed one hour equally divided and controlled
15-by the chair and ranking minority member of the Committee
16-on Energy and Commerce or their respective designees. After
17-general debate the bill shall be considered for amendment
18-under the five-minute rule. The bill shall be considered as
19-read. All points of order against provisions in the bill are
20-waived. No amendment to the bill shall be in order except
21-those printed in the report of the Committee on Rules accom- 2
22-•HRES 97 EH
23-panying this resolution. Each such amendment may be of-
24-fered only in the order printed in the report, may be offered
25-only by a Member designated in the report, shall be consid-
26-ered as read, shall be debatable for the time specified in the
27-report equally divided and controlled by the proponent and an
28-opponent, shall not be subject to amendment, and shall not
29-be subject to a demand for division of the question in the
30-House or in the Committee of the Whole. All points of order
31-against such amendments are waived. At the conclusion of
32-consideration of the bill for amendment the Committee shall
33-rise and report the bill to the House with such amendments
34-as may have been adopted. The previous question shall be
35-considered as ordered on the bill and amendments thereto to
36-final passage without intervening motion except one motion
