12+This Act may be cited as the ‘‘Providing Account-2
13+ability Through Transparency Act of 2023’’. 3
14+SEC. 2. REQUIREMENT TO POST A 100-WORD SUMMARY TO 4
15+REGULATIONS.GOV. 5
16+Section 553(b) of title 5, United States Code, is 6
17+amended— 7
18+(1) in paragraph (2), by striking ‘‘and’’ at the 8
19+end; 9
20+(2) in paragraph (3), by striking the period at 10
21+the end and inserting ‘‘; and’’; and 11
22+(3) by inserting after paragraph (3) the fol-12
23+lowing: 13
24+‘‘(4) the Internet address of a summary of not 14
25+more than 100 words in length of the proposed rule, 15
26+in plain language, that shall be posted on the Inter-16
27+net website under section 206(d) of the E-Govern-17
28+ment Act of 2002 (44 U.S.C. 3501 note) (commonly 18
29+known as regulations.gov).’’. 19

11-Be it enacted by the Senate and House of Representatives of
12-the United States of America in Congress assembled,
13-SECTION 1. SHORT TITLE.
14-This Act may be cited as the ‘‘Providing Accountability Through
15-Transparency Act of 2023’’.
16-SEC. 2. REQUIREMENT TO POST A 100-WORD SUMMARY TO REGULA-
17-TIONS.GOV.
18-Section 553(b) of title 5, United States Code, is amended—
19-(1) in paragraph (2), by striking ‘‘and’’ at the end;
20-(2) in paragraph (3), by striking the period at the end
21-and inserting ‘‘; and’’; and
22-(3) by inserting after paragraph (3) the following:
23-‘‘(4) the Internet address of a summary of not more than
24-100 words in length of the proposed rule, in plain language,
25-that shall be posted on the Internet website under section
26-206(d) of the E-Government Act of 2002 (44 U.S.C. 3501 note)
27-(commonly known as regulations.gov).’’.
