A BILL
To prohibit the government of the District of Columbia from
using Federal funds to allow individuals who are not
citizens of the United States to vote in any election,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. PROHIBITION ON FEDERAL FUNDS. 3
(a) I
NGENERAL.—Notwithstanding any other provi-4
sion of law, no Federal funds made available to the Dis-5
trict of Columbia may be used to allow individuals who 6

are not citizens of the United States to vote in any elec-1
tion. 2
(b) C
ERTIFICATION.—Upon application for, approval 3
for, or receipt of any Federal funds, the government of 4
the District of Columbia shall certify that the government 5
does not permit individuals who are not citizens of the 6
United States to vote in any election. 7
(c) A
PPLICATION.—The requirements under this sec-8
tion shall apply with respect to any Federal funds applied 9
for, approved for, received by, or made available to the 10
District of Columbia on or after the date on which this 11
bill is introduced in the Senate. 12
