2222 This Act may be cited as the ‘‘Maritime Architecture 4
2323 and Response to International Terrorism In the Middle 5
2424 East Act of 2023’’ or the ‘‘MARITIME Act of 2023’’. 6

3131 (a) I
3232 NGENERAL.—The Secretary of Defense, in con-4
3333 sultation with the Secretary of State, shall seek to build 5
3434 upon the historic opportunities created by the Abraham 6
3535 Accords and the incorporation of Israel into the area of 7
3636 responsibility of the United States Central Command to 8
3737 develop a Middle East integrated maritime domain aware-9
3838 ness and interdiction capability for the purpose of pro-10
3939 tecting the people, infrastructure, and territory of such 11
4040 countries from— 12
4141 (1) manned and unmanned naval systems, un-13
4242 dersea warfare capabilities, and anti-ship missiles of 14
4343 Iran and groups affiliated with Iran; and 15
4444 (2) violent extremist organizations, criminal 16
4545 networks, and piracy activities that threaten lawful 17
4646 commerce in the waterways within the area of re-18
4747 sponsibility of the United States Naval Forces Cen-19
4848 tral Command. 20

5050 TRATEGY.— 21

5252 N GENERAL.—Not later than 60 days after 22
5353 the date of the enactment of this Act, the Secretary 23
5454 of Defense, in consultation with the Secretary of 24

6363 required by paragraph (1) shall include the fol-4

6565 (A) An assessment of the threats posed to 6
6666 ally or partner countries in the Middle East 7
6767 by— 8
6868 (i) manned and unmanned naval sys-9
6969 tems, undersea warfare capabilities, and 10
7070 anti-ship missiles of Iran and groups affili-11
7171 ated with Iran; and 12
7272 (ii) violent extremist organizations, 13
7373 criminal networks, and piracy activities 14
7474 that threaten lawful commerce in the wa-15
7575 terways within the area of responsibility of 16
7676 the United States Naval Forces Central 17
7777 Command. 18
7878 (B) A description of existing multilateral 19
7979 maritime partnerships currently led by the 20
8080 United States Naval Forces Central Command, 21
8181 including the Combined Maritime Forces (in-22
8282 cluding its associated Task Forces 150, 151, 23
8383 152, and 153), the International Maritime Se-24
8484 curity Construct (including its Coalition Task 25

9494 Israel into the existing multilateral maritime 7
9595 partnerships described in subparagraph (B). 8
9696 (D) A description of efforts among coun-9
9797 tries in the Middle East to coordinate intel-10
9898 ligence, reconnaissance, and surveillance capa-11
9999 bilities and indicators and warnings with re-12
100100 spect to the threats described in subparagraph 13
101101 (A), and a description of any impediment to op-14
102102 timizing such efforts. 15
103103 (E) A description of the current Depart-16
104104 ment of Defense systems that, in coordination 17
105105 with ally and partner countries in the Middle 18
106106 East— 19
107107 (i) provide awareness of and defend 20
108108 against such threats; and 21
109109 (ii) address current capability gaps. 22
110110 (F) An explanation of the manner in which 23
111111 an integrated maritime domain awareness and 24

118118 efforts to engage ally and partner countries in 4
119119 the Middle East in establishing such an archi-5

121121 (H) An identification of the elements of 7
122122 such an architecture that may be acquired and 8
123123 operated by ally and partner countries in the 9
124124 Middle East, and a list of such elements for 10
125125 each such ally and partner. 11
126126 (I) An identification of the elements of 12
127127 such an architecture that may only be provided 13
128128 and operated by members of the United States 14
129129 Armed Forces. 15
130130 (J) An identification of any challenge to 16
131131 optimizing such an architecture in the Middle 17
132132 East. 18
133133 (K) An assessment of progress and key 19
134134 challenges in the implementation of the strategy 20
135135 required by paragraph (1) using the metrics 21
136136 identified in accordance with paragraph (3). 22
137137 (L) Recommendations for improvements in 23
138138 the implementation of such strategy based on 24

149149 joint bilateral and multinational maritime exer-7
150150 cises conducted in the Middle East since the es-8
151151 tablishment of the Navy’s Task Force 59, in-9
152152 cluding a discussion of the manner in which 10
153153 such exercises have impacted the efforts and 11
154154 lessons detailed under subparagraphs (C), (D), 12
155155 and (M). 13
156156 (O) A description of collaboration opportu-14
157157 nities between the intelligence, reconnaissance, 15
158158 and surveillance capabilities of the Navy’s Task 16
159159 Force 59 and the Air Force’s Task Force 99 to 17
160160 support a joint-service approach to maritime 18
161161 domain awareness with sea-based and air-based 19
162162 unmanned assets. 20
163163 (P) Any other matter the Secretary of De-21
164164 fense considers relevant. 22

166166 ETRICS.—The Secretary of Defense shall 23
167167 identify metrics to assess progress in the implemen-24
168168 tation of the strategy required by paragraph (1). 25

178178 N GENERAL.—The Secretary of Defense 5
179179 shall conduct a study on the feasibility and advis-6
180180 ability of establishing a fund for an integrated mari-7
181181 time domain awareness and interdiction capability to 8
182182 protect the people, infrastructure, and territory of 9
183183 ally and partner countries in the Middle East 10
184184 from— 11
185185 (A) manned and unmanned naval systems, 12
186186 undersea warfare capabilities, and anti-ship 13
187187 missiles of Iran and groups affiliated with Iran; 14
188188 and 15
189189 (B) violent extremist organizations, crimi-16
190190 nal networks, and piracy activities that threaten 17
191191 lawful commerce in the waterways of the Middle 18
192192 East. 19
193193 (2) E
194194 LEMENT.—The study required by para-20
195195 graph (1) shall include an assessment of funds that 21
196196 could be contributed by ally and partner countries of 22
197197 the United States. 23

199199 EPORT.—Not later than 90 days after the 24
200200 date of the enactment of this Act, the Secretary of 25

208208 ROTECTION OFSENSITIVEINFORMATION.—Any 4
209209 activity carried out under this section shall be conducted 5
210210 in a manner that appropriately protects sensitive informa-6
211211 tion and the national security interests of the United 7
212212 States. 8

214214 PPROPRIATECOMMITTEES OF CONGRESSDE-9
215215 FINED.—In this section, the term ‘‘appropriate commit-10
216216 tees of Congress’’ means— 11
217217 (1) the Committee on Armed Services, the 12
218218 Committee on Appropriations, the Committee on 13
219219 Foreign Relations, and the Select Committee on In-14
220220 telligence of the Senate; and 15
221221 (2) the Committee on Armed Services, the 16
222222 Committee on Appropriations, the Committee on 17
223223 Foreign Affairs, and the Permanent Select Com-18
224224 mittee on Intelligence of the House of Representa-19
225225 tives. 20
