3333 EFENSE INTELLIGENCE AGENCY STUDY .— 5
3434 Not later than 180 days after the date of the enact-6
3535 ment of this Act, the Director of the Defense Intel-7
3636 ligence Agency shall complete and submit to the ap-8
3737 propriate committees of Congress a public compara-9
3838 tive study on the defense budgets of the People’s Re-10
3939 public of China and the United States. 11
4040 (2) M
4141 ETHODOLOGY.—The study required by 12
4242 paragraph (1) shall employ a robust methodology 13
4343 that— 14
4444 (A) does not depend on the official pro-15
4545 nouncements of the Government of the People’s 16
4646 Republic of China or the Chinese Communist 17
4747 Party; 18
4848 (B) takes into account the military-civil fu-19
4949 sion present in the People’s Republic of China; 20
5050 and 21
5151 (C) employs the building block method of 22
5252 analysis or a similar method of analysis. 23

5454 OAL.—The goal of the study required by 24
5555 paragraph (1) shall be to provide the people of the 25

6363 UBLIC AVAILABILITY.—The Director shall 3
6464 make the study required by paragraph (1) available 4
6565 to the public on the internet website of the Defense 5
6666 Intelligence Agency. 6
6767 (b) E
6868 LEMENTS.—The study required by this section 7
6969 shall do the following: 8
7070 (1) Determine the amounts invested by each 9
7171 subject country across functional categories for 10
7272 spending, including— 11
7373 (A) defense-related research and develop-12
7474 ment; 13
7575 (B) weapons procurement from domestic 14
7676 and foreign sources; 15
7777 (C) operations and maintenance; 16
7878 (D) pay and benefits; and 17
7979 (E) military pensions. 18
8080 (2) Consider the effects of purchasing power 19
8181 parity and market exchange rates, particularly on 20
8282 nontraded goods. 21
8383 (3) Estimate the magnitude of omitted spend-22
8484 ing from official defense budget information and ac-23
8585 count for such spending in the comparison. 24

9393 ONSIDERATIONS.—The study required by this 4
9494 section may take into consideration the following: 5
9595 (1) The effects of State-owned enterprises on 6
9696 the defense expenditures of the People’s Republic of 7
9797 China. 8
9898 (2) The role of differing acquisition policies and 9
9999 structures with respect to the defense expenditures 10
100100 of each subject country. 11
101101 (3) Any other matter relevant to evaluating the 12
102102 resources dedicated to the defense spending or the 13
103103 various military-related outlays of the People’s Re-14
104104 public of China. 15

106106 ORM.—The study required by this section shall 16
107107 be submitted in unclassified form, but may include a clas-17
108108 sified annex. 18

111111 FINED.—In this section, the term ‘‘appropriate commit-20
112112 tees of Congress’’ means— 21
113113 (1) the Committee on Appropriations, the Com-22
114114 mittee on Armed Services, the Committee on For-23
115115 eign Relations, and the Select Committee on Intel-24
116116 ligence of the Senate; and 25
