15	15	efforts, and for other purposes.
16	16	Be it enacted by the Senate and House of Representa-1
17	17	tives of the United States of America in Congress assembled, 2
18	18	SECTION 1. SHORT TITLE. 3
19	19	This Act may be cited as the ‘‘Military Service Pro-4
20	20	motion Act of 2023’’. 5
21	21	SEC. 2. INCREASED ACCESS TO POTENTIAL RECRUITS AT 6
22	22	SECONDARY SCHOOLS. 7
23	23	Section 503(c) of title 10, United States Code, is 8
24	24	amended— 9
25	25	(1) in paragraph (1)(A)— 10

35	35	‘‘(ii) shall provide to military recruiters access 7
36	36	to career fairs or similar events upon a request made 8

39	39	(D) in clause (iii), as redesignated by sub-11
40	40	paragraph (B), by inserting ‘‘, not later than 12
41	41	60 days after receiving such request,’’ after 13
42	42	‘‘provide’’; 14
43	43	(2) by redesignating paragraph (6) as para-15
44	44	graph (7); and 16
45	45	(3) by inserting after paragraph (5) the fol-17
46	46	lowing new paragraph: 18
47	47	‘‘(6) The Secretary of Defense shall submit an annual 19
48	48	report to Congress not later than February 1 each cal-20
49	49	endar year, detailing each notification of denial of recruit-21
50	50	ing access issued under paragraph (3).’’. 22

55	55	INSTITUTIONS OF HIGHER EDUCATION. 2
56	56	Section 983(b) of title 10, United States Code, is 3
57	57	amended— 4
58	58	(1) in paragraph (1), by striking ‘‘; or’’ and in-5
59	59	serting a semicolon; 6
60	60	(2) in paragraph (2)— 7
61	61	(A) by striking ‘‘to the following informa-8
62	62	tion pertaining’’ and inserting ‘‘, with respect’’; 9
63	63	(B) by striking ‘‘institution):’’ and insert-10
64	64	ing ‘‘institution)—’’ 11
65	65	(C) in subparagraph (A)— 12
66	66	(i) by striking ‘‘Names’’ and inserting 13
67	67	‘‘names’’; and 14
68	68	(ii) by striking ‘‘telephone listings.’’ 15

83	83	‘‘(3) access by military recruiters for purposes 1
84	84	of military recruiting to lists of students (who are 17 2
85	85	years of age or older) not returning to the institu-3
86	86	tion after having been enrolled during the previous 4
87	87	semester, together with student recruiting informa-5
88	88	tion and the reason why the student did not return, 6
89	89	if collected by the institution.’’. 7
90	90	SEC. 4. STUDY ON EXPANSION OF THE FUTURE SOLDIER 8
91	91	PREPARATORY COURSE PILOT PROGRAM. 9
92	92	(a) I
93	93	NGENERAL.—Not later than 45 days after the 10
94	94	date of enactment of this Act, the Under Secretary of De-11
95	95	fense for Personnel and Readiness shall submit to the con-12
96	96	gressional defense committees a report on the Army’s Fu-13
97	97	ture Soldier Preparatory Course pilot program. 14
98	98	(b) E
99	99	LEMENTS.—The report required under sub-15
100	100	section (a) shall include the following elements: 16
101	101	(1) An assessment of the performance of the 17
102	102	program in preparing interested individuals to meet 18
103	103	the Army’s physical fitness and academic accession 19
104	104	standards. 20
105	105	(2) An assessment of whether the program 21
106	106	should be expanded to include additional locations. 22
107	107	(3) An assessment of whether the Navy, the 23
108	108	Marine Corps, the Air Force, or the Space Force 24
109	109	should create similar programs to engage and pre-25
