1818 Be it enacted by the Senate and House of Representa-1
1919 tives of the United States of America in Congress assembled, 2

2121 This Act may be cited as the ‘‘Airport Infrastructure 4
2222 Resources Security Act of 2023’’ or the ‘‘AIR Security 5

3333 NGENERAL.—During the period beginning on 6
3434 the date that is 30 days after the date of the enactment 7
3535 of this Act, amounts provided as project grants under sub-8
3636 chapter I of chapter 471 of title 49, United States Code, 9
3737 may not be used to enter into a contract described in sub-10
3838 section (b) with any entity on the list required by sub-11
3939 section (c). 12

4141 ONTRACTDESCRIBED.—A contract described in 13
4242 this subsection is a contract or other agreement for the 14
4343 procurement of infrastructure or equipment for a pas-15
4444 senger boarding bridge at an airport. 16

4747 (1) I
4848 N GENERAL.—Not later than 30 days after 18
4949 the date of enactment of this Act, and thereafter as 19
5050 required by paragraph (2), the United States Trade 20
5151 Representative, the Attorney General, and the Ad-21
5252 ministrator of the Federal Aviation Administration 22
5353 shall make available a publicly-available a list of en-23
5454 tities manufacturing airport passenger boarding in-24
5555 frastructure or equipment that— 25

5959 (A) are owned, directed by, or subsidized 1
6060 in whole, or in part by the People’s Republic of 2
6161 China; 3
6262 (B) have been determined by a Federal 4
6363 court to have misappropriated intellectual prop-5
6464 erty or trade secrets from an entity organized 6
6565 under the laws of the United States or any ju-7
6666 risdiction within the United States; 8
6767 (C) own or control, are owned or controlled 9
6868 by, are under common ownership or control 10
6969 with, or are successors to, an entity described 11
7070 in subparagraph (A); 12
7171 (D) own or control, are under common 13
7272 ownership or control with, or are successors to, 14
7373 an entity described in subparagraph (A); or 15
7474 (E) have entered into an agreement with 16
7575 or accepted funding from, whether in the form 17
7676 of minority investment interest or debt, have 18
7777 entered into a partnership with, or have entered 19
7878 into another contractual or other written ar-20
7979 rangement with, an entity described in subpara-21
